Debate

The revised plan addressed concerns about variances and townhouse-block design. Supporters said the conditions and trail connections could improve the road and neighbourhood links. Harder supported development in principle but opposed allowing an apartment use on the site, citing recent growth and the updated official community plan. Guiry said the three vertically stacked units would have a similar height and scale to townhouses.

Summary

Received the final progress update on the council strategic plan for information.

Debate

Council members praised the plan's progress and role in setting priorities, reporting publicly, and guiding use of staff time and budgets. Staff said the equity, diversity and inclusion strategy was being developed within the existing approved budget and was expected by year-end; accessibility would be considered within that work. The placemaking strategy was also in progress.

Summary

Adopted municipal solid waste collection rules, including a maximum rate of $280 for the specified service.

Financial impact

$280

Debate

Residents urged council to wait until after the election, citing opposition to mandatory collection, concerns about fees, local waste businesses and jobs, public engagement, and uncertainty about the eventual contract. Supporters argued that the city had spent 14 months reviewing the issue and that coordinated collection could reduce costs and illegal dumping. Yacucha said the service could generate savings for most households; other councillors said growth and waste-management problems warranted action. Staff clarified that the $280 figure was the maximum rate set in the bylaw, not the amount of a finalized contract.
