Re: Permissive Tax Exemption Request for 10 Years (2026 — 2036)
Property (land) located at 753 Station Avenue, Langford, BC

The Royal Canadian Legion, Prince Edward Branch #91, respectfully requests a 100% reduction in property taxes for the above property. The Alexander Mackie Lodge assisted living complex leases the land from us and is run by the Board of Directors of the Western Communities Low Cost Housing Society (we are not involved in the actual running of the Lodge). However, we have attached their information as well.

As owners of the said land and in accordance with the Permissive Tax Application, we wish to advise the following:

  1. We have attached our 2023 audited financial statement, as the 2024 is not back from the auditors yet;
  2. We have attached our current insurance certificate showing both liability and property coverage;
  3. Description of programs/services/benefits delivered by our organization at 761 Station Avenue including participant numbers, volunteer hours, benefiting groups/individuals/special needs populations; rental of facilities/fees charged for participation:
    • We assist Veterans and seniors in the Western Communities;
    • Provide youth and cadets in our community with funding for training and equipment;
    • Provide scholarship/bursaries to students in the Western Communities;
    • We support schools in the Western Communities by donations for items such as musical instruments, a music carpet, risers, books, etc.;
    • We promote Remembrance Day activities in the community and in the local schools with our Poster and Literary competition, many of which go on to the Provincial and Dominion Level;
    • We provide free medical equipment, walkers, scooters, etc., to veterans, seniors and members of the community;
    • We give to the Priory Hospital, the West Shore Adult Day Centre and Wescom Medi-Lend Society;
    • We provide rent free accommodation and storage to the Goldstream Food Bank, Western Communities Christmas Hamper, Lions Club, Boy Scouts and Girl Guides, the West Shore Pipes and Drums and Langford Emergency Services;
    • Our Branch is an emergency shelter able to provide accommodation for up to 300 people and to provide food and cooking facilities in times of an emergency.
    • In December we partner with the City of Langford, City of Colwood and the Districts of Highlands and Metchosin to provide an annual Community Christmas dinner for the homeless and less fortunate of the Western Communities for free;
    • Our organization has an amazing group of volunteers who give approximately 100,000 hours of volunteer work to keep the Branch running throughout the year;
    • Fees for use of our facilities can be located in the audited financial report we have provided;
  4. (numbering in original document continues at 5) We have attached our Organizational Chart for the Branch. The paid employees of the Branch include 12 full-time and 10 part-time staff members. Remuneration for the above positions can be located in the audited financial report we have provided. All other positions are provided by our volunteers.
  5. For certain events such as Remembrance Day and the Annual Xmas Dinner, we solicit funds from the City of Langford, the City of Colwood, the District of Metchosin and the District of Highlands.
  6. We do not receive any government funding.

This is just a sample of how the Prince Edward Branch of the Royal Canadian Legion works to provide assistance within our community. Normally, in dollar figures, we contribute approximately $100,000 back to our community annually.

Thank you for considering this request.

Royal Canadian Legion Prince Edward (British Columbia No. 91) Branch — Financial Statements

Financial Statements for the Year Ended December 31, 2023

Independent Auditors' Report (excerpts)

To the Members of Royal Canadian Legion Prince Edward (British Columbia No.91) Branch

Qualified Opinion

We have audited the financial statements of Royal Canadian Legion Prince Edward (British Columbia No.91) Branch (the "Branch"), which comprise the statement of financial position as at December 31, 2023, and the statements of changes in net assets, operations and cash flows and related schedules for the year then ended, and a summary of significant accounting policies and other explanatory information.

In our opinion, except for the effects of the matter described in the Basis for Qualified Opinion section of our report, the accompanying financial statements present fairly, in all material respects, the financial position of the Branch as at December 31, 2023, and results of its operations and its cash flows for the year then ended in accordance with Canadian Accounting Standards for Not-For-Profit Organizations.

Basis for Qualified Opinion

In common with many non-profit organizations, the Branch derives revenue from donations and other similar sources, the completeness of which is not susceptible to satisfactory audit verification. Accordingly, our verification of these revenues was limited to the amounts recorded in the records of the Branch. Therefore, we were not able to determine whether any adjustments might be necessary to donation revenue, net deficit, and cash flows from operations for the year ended December 31, 2023, and assets and net assets as at December 31, 2023.

We were not able to observe the counting of physical inventories as at December 31, 2023, or satisfy ourselves concerning those inventory quantities by alternative means. Accordingly, verification of the year end inventory balance and amounts expensed as cost of sales were limited to the amounts recorded in the records of the Branch. Therefore, we were not able to determine whether any adjustments might be necessary to cost of sales, net deficit, and cash flows from operations for the year ended December 31, 2023, and assets and net assets as at December 31, 2023.

We conducted our audit in accordance with Canadian generally accepted auditing standards. Our responsibilities under those standards are further described in the Auditors' Responsibilities for the Audit of the Financial Statements section of our report. We are independent of the Branch in accordance with the ethical requirements that are relevant to our audit of the financial statements in Canada, and we have fulfilled our other ethical responsibilities in accordance with these requirements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our qualified opinion.

Responsibilities of Management and Those Charged with Governance for the Financial Statements

Management is responsible for the preparation and fair presentation of the financial statements in accordance with Canadian Accounting Standards for Not-For-Profit Organizations, and for such internal control as management determines is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.

In preparing the financial statements, management is responsible for assessing the Branch's ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless management either intends to liquidate the Branch or to cease operations, or has no realistic alternative but to do so.

Those charged with governance are responsible for overseeing the Branch's financial reporting process.

Baker Tilly Victoria Ltd. is a member of Baker Tilly Canada Cooperative, which is a member of Baker Tilly International Limited. All members are separate and independent legal entities.
