Staff Report to Council

Date: March 15, 2021
Department: Planning
Application No.: Z20-0025
Subject: Bylaw No. 1944 – The Revision and Addition of Various Part 1 Definitions of the Zoning Bylaw No. 300.

PURPOSE

The addition of new and revised definitions to the Zoning Bylaw No. 300 Part 1 is intended to provide staff with more robust definitions for the purpose of implementation and enforcement. Constantly reviewing and updating the definitions and guidance documents ensures that staff has access to the most current and supportive tools when assisting the public.

BACKGROUND

The Planning and Bylaw Departments have been working together to create updated definitions that better encompass, clarify and provide more enforceability on common issues throughout the City. In addition to those definitions related to Dwelling Units and Unlicensed Vehicles, staff included new definitions for Apartments and Medical Clinics.

COMMENTS

In order to provide the most user friendly and informative guidance documents, it is important to revisit existing definitions and policies to ensure they meet the needs of today’s issues as well as mitigating those of the future. The Planning and Bylaw Departments have collaborated on the fine tuning of these definitions to ensure that they support the continued operation of each Department without detracting from the original intention of the definitions. The purpose of these updates is not to inhibit or make difficult the day-to-day dealings of the public but rather ensure that their actions are performed with due care for themselves and the community as a whole.
