Board of Directors — Staff Report

TO: West Shore Parks & Recreation Finance Committee
FROM: Grant Brown, Administrator
DATE: September 1, 2020
SUBJECT: Amended 2020 Budget

Background

The 2020 budget was approved by the board of directors at the November 14, 2019 board meeting.

The capital section included improvements to the JDF Arena which were scheduled to take place in 2021 and is funded by $700,000 in designated reserve funds and a $1,298,271 Federal Infrastructure Improvement grant. In late spring of this year, it was determined that the JDF Arena could not have ice safely re-installed and that the improvement project was to be moved up and begin in fall 2020.

Furthermore, two capital projects that were slated for completion in 2019 were incomplete at year end and the approved funds remain in reserve to cover project costs incurred in 2020. The replacement of the pool air handling unit $375,000 and the sewer connection at Centennial Centre $70,000. The air handling unit replacement is nearing completion and the sewer connection was completed earlier this year.

To accommodate the capital work in 2020 and update the financial plan, the 2020 budget requires amendment.

Discussion

Areas to consider are:

  • Full JDF Arena capital project costs will be covered by designated reserve funds and a grant totalling $1,998,271.
  • Full capital costs for the pool air handling unit replacement and sewer connection at Centennial Centre will be covered by 2019 funds carried forward to 2020 via reserves.
  • As a result, there is no alteration to previously approved requisition levels and therefore no tax effect on the municipal owners.

Budget Implications

All work related to the JDF Arena improvement project, pool air handling unit replacement and Centennial Centre sewer connection are fully funded via designated reserve funds and federal grant funding awarded to West Shore Parks & Recreation Society and therefore the effect on the 2020 budget is null.

Options

  1. That the board of directors approve the amended WSPR 2020 budget as presented.
    or
  2. That the board of directors do not approve the amended WSPR 2020 budget as presented.

Recommendation

That the board of directors approve the amended WSPR 2020 budget as presented.

Grant Brown
Administrator
