Hello Suzette

Below is correspondence I’ve received in regards to the proposed rezoning at 2681 Claude Road — if you could include it in the Committee’s package.

Thanks

Hello I would like to express my opinions about the redevelopment of 2681 Claude Rd. I am the owner of [redacted] which will be greatly effected by this new development.

First off I would prefer that there was a reduction of height to better blend with the other town houses behind this lot. I would like a solid fence at least 6 ft high to run the [redacted]. I would like the colour of the townhouse closest to me to be as light as possible. It would also make me happier if the planting of a tree at the back left corner was left out as there is already a magnificent plum there just [redacted] that provides the whole neighborhood with plums and will look beautiful from that back garden if allowed to hang over the fence as it does now. I realize this is just the first meeting and I hope to attend the next one in person. Thank you

Hello [redacted],

The next step in this rezoning process will be next Monday night. Council will receive the recommendation that came out of last night’s meeting, and they will make a resolution to either proceed with the rezoning, or not. The recommendation is not binding on Council, but typically Council takes the advice of their committee.

When a Public Hearing has been scheduled (probably in April), you will receive a written notice. There will also be an ad in the Goldstream Gazette and a sign placed in front of the subject property.

In the meantime, you may want to consider the following:

  • The properties that you and your neighbours have at 724-728 Larkhall are zoned RM7 (Medium Density Apartment), which is essentially the same zoning that the owner on Claude Road is seeking;
  • The required setback between 728 Larkhall [redacted] and the property boundary that is common to 730 Larkhall was varied from 3m (10ft) to 2.4 m(8 ft) and constructed to that distance;
  • The required setback between [redacted] and [redacted] and the property boundary that is common to 2681 Claude Road was also varied from 3 m (10 ft) to 2.4 m (8 ft), but I believe that the actual setback is 3m (10 ft), and this is the same as what the applicant is seeking by variance at 2681 Claude Road;
  • The maximum permitted height and the maximum permitted lot coverage (which together determine building massing) in your zone is the same as what is permitted in the zone that the owner of 2681 Claude Road is seeking;

Given the parity between your property and what is proposed for 2681 Claude Road, it may be difficult for Council to give special consideration or compensation to you and your neighbours when no similar compensation was given when your property developed. On this point I would draw your attention to the attached Development Variance Permit, and the sole condition that your development provide intensive landscape screening between your property at 2681 Claude Road, and remind you that you are still obligated by this Variance Permit to maintain a 1.8 m (6 ft) high fence along this property boundary AND a landscape screen that is 2.5 m in height. The normal requirement is a 1.8 m (6 ft) high fence within a landscape area that is 1m wide. I expect that this might be an appropriate level of landscaping for 2681 Claude Road also.

If you have any further questions or concerns, please do not hesitate to contact me here.

-Matthew

Public / Resident Correspondence (selected excerpts)

From a resident (forwarded emails and correspondence relating to rezoning process and landscape plan requests):

  • Questions about how setbacks are measured (building face vs. roof line), projections of decks into reduced setbacks, and requests to review landscape plans prior to public hearing.
  • Concerns raised about potential impacts on sunlight to rear lots from full building height.
  • Request for landscape plan review and comments regarding existing drainage/watering system and shrubbery next to fences.

Hello thank you for your letter in reference to development proposed for lo[cal redaction].

As in the Enclave development it is nice to know that you give us notice of what’s coming. Being of normal intelligence and having attended previous public hearings. I am aware that it doesn’t matter what I think or want.

The building of enclave destroyed our property value
Our quality of life
Our health and happiness

We were lied to when told underground’s entrance of Enclave would be at side of building on Larkhall extension It was instead put directly [redacted]
We were lied to when told garbage disposal would be at back of building in their parking lot. It is [redacted]. 7:20 am p.u. With over head bin dump. Nice ! And two more each day. Our yard and perimeter is saturated with dog urine and feces from the lovely pet friendly Enclave. Wow imagine in these times raw sewage being dumped on mass on the streets . I guess were back in the dark ages, you know before the industrial revolution ?

I as well as Our children suffer from Asthma and cannot go outside in our yard due to the crowds of tenants sent outside to smoke their cigarettes and marijuana. No smoking on their property! So are sent over to our home and do it around ours. It is just wonderful that now our back patio (the only place that we can sometimes sit safely if wind direction ok) is no longer going to be safe with your new development on the [redacted]. Looking forward to the 20 to 35 new dogs pooping and peeing around our house with the 40 plus already from Enclave. So much for Langford being a family friendly place to move to !

Please update your bylaws to keep our town clean and safe for all.
Parking for tenants cars included in rent so our streets are not clogged with cars and people fighting over them. Blocking home owners from having visitors and a life.
Buildings should have their own space for tenants to smoke and do their drugs.
Buildings need to provide a Sani station to poo and piss their animals in with a hose and drain. Then they can take them for a walk on our streets without fouling them with their copious piles of sewage. Yesterday I saw a child almost get hit by a car because he was walking down the road to avoid the dog crap on the side of the road. way to go, great planning. Langford, It’s gonna be a great smelly unhealthy place to live.
