Staff Report to Council

  • Date: February 4, 2019
  • Department: Engineering
  • Subject: Goldstream Avenue Infill Improvements at Leigh Road

Background

In August 2016 the City completed improvements to the Leigh and Goldstream Avenue intersection making it a fully signalized intersection. Part of those improvements included extending sidewalks to the limits of construction north and south on Leigh Road and east and west on Goldstream Avenue.

At the time of that construction the land on the southeast corner and properties on the north side of Goldstream Avenue, east of Leigh were not under redevelopment.

Recently the southeast corner of Leigh and Goldstream Avenue was redeveloped and a multi storey apartment building is being constructed there with full frontage improvements.

Currently the land on the north side of Goldstream at 1060 Goldstream Avenue is also being redeveloped. A sewer extension was required to service this new development. In order to install the sewer the sidewalk originally installed as part of the Leigh and Goldstream Avenue intersection improvement had to be removed and reinstated.

The purpose of this report is to obtain Council support for a small infill project of frontage improvements at 1082 and 1074 Goldstream Avenue.

Commentary

The proposed infill frontage improvements include setting the reinstated and the new sidewalk back to the property line, installing artificial turf boulevard between the sidewalk and the driving lanes and installation of missing asphalt needed to set the sidewalk back, as shown on the drawing below. The existing parking in front of 1074 Goldstream Avenue is not affected by these improvements.

Financial Implications

The developer at 1060 Goldstream Avenue has retained Milestone Contracting to do their frontage improvements. Milestone has provided a cost to the City to complete the frontage improvements in the gap at 1082 and 1074 Goldstream Avenue. Their cost to complete the works is $48,282.68 and includes:

  • Reinstatement and installation of new sidewalk and non-mountable curb
  • Traffic control
  • Additional paving to set the sidewalk back to the ultimate location
  • Installation of artificial turf

Staff are suggesting this be funded from a combination of the Sidewalk Infill and 2019 Neighbourhood Beautification budgets. Typically staff make a thorough list of projects for both of these budget items for overall Council consideration, however in this case time is of the essence and the contractor wishes to start the frontage works now.

Legal Implications

None noted.
