  • Financial implication: including lands in RUCSPA would likely yield higher taxation value

2003 RGS Amendment Bylaw 4124 – Referral for Municipal Acceptance

Commentary

The City of Langford and the District of Metchosin have entered into an agreement to adjust their municipal boundary. The adjustment would reduce the area within Metchosin by 380 acres, and place those lands within the City of Langford.

Currently, the lands that are being considered for transfer are outside of the Regional Urban Containment Servicing Policy Area (RUCSPA) as determined by the 2003 Regional Growth Strategy (RGS). The entirety of the City of Langford is within the RUCSPA which allows all areas to be serviced with water and sewer. The City of Langford and the District of Metchosin have applied for an amendment to the RGS to accommodate the boundary change and to ensure that Langford’s new boundary would be encompassed in the RUCSPA. It is crucial that the RUCSPA be extended to include the proposed transferred lands in order to allow for the development of the business park.

On November 9th, 2016 the Capital Regional District (CRD) Board gave first and second reading to Bylaw 4124 “Capital Regional District Regional Growth Strategy Bylaw No. 1, 2002, Amendment Bylaw No. 2, 2016”. The Board directed that the RGS amending bylaw (Bylaw 4124) be referred to municipal councils for acceptance or rejection.

Financial Implications

If the lands are successfully transferred within the boundaries of the City of Langford, the lands would yield a higher taxation value if they were included in the RUCSPA.
