Proposed Addition to Deputy Approving Officer Assignment

Background

The City has presently appointed Brent Molnar (Land Development Manager) as the Approving Officer.

In August of 2016, Council considered a revision to the roll of Deputy Approving Officer and retained Jim Bowden as Deputy, and appointed James Oliver and Robert Dykstra as additional Deputy Approving Officers.

This report request Council consideration in regards to an additional appointment for the roll of Deputy Approving Officer for the City.

Commentary

In 2016, Daryl Minifie, a member of the Land Development team completed training with the LGMA by attending the MATI Approving Officer program (MATI = Municipal Administration Training Institute). This training program is an intensive 5-day live-in course offered annually.

I request Council consideration to add to the present appointment of Deputy Approving Officer so that Daryl Minifie is appointed as an additional Deputy Approving Officer.

If Council agrees to change the appointments as described above, this will help to ensure service delivery goals are maintained, that Approving Officer appointments are relative to the work environment, that the benefits of training are realized and to continue to bring succession planning to the roll of Approving Officer.

If Council agrees to this additional appointment, Langford Staff rolls would be:

  • Approving Officer - Brent Molnar
  • Deputy Approving Officers – Jim Bowden, James Oliver, Robert Dykstra and Daryl Minifie.
