Staff Report to Council - Hordon Road Closure and Disposition (Bylaw No. 1591)
Report Details
- Date: 17/10/2016
- Department: Land Development
- Application No.:
- Bylaw No. 1591
- Subject: Hordon Road Closure and Disposition
Background
Hordon Road is located on the north side of Millstream Avenue, just south of Bear Mountain Parkway. On the ground, it’s the entry point to Western Speedway, and for all intents and purposes it appears to be part of Western Speedway’s property as Figure 1 illustrates. The proposal is to close the entire road and transfer it to Western Speedway.

Commentary
Through the rezoning process of Western Speedway land (Z15-0005), it was noted that Western Speedway still owned parcels of land that Millstream Avenue occupied. These parcels of land and the areas of Millstream Road that occupy Western Speedway’s land are illustrated in Figures 2 and 3.

At the September 8, 2015 Council meeting, staff were directed to commence the closure of Hordon Road and enter into a land exchange agreement with Western Speedway. The exchange would see the privately owned land that occupies Millstream Avenue dedicated to the City and in exchange Hordon Road would be closed and transferred to Western Speedway.
Financial Implications
The costs associated with the closure, transfer, and exchange will be the responsibility of the City. The City does not normally pay for these costs, but the construction of Millstream Avenue on top of privately owned land is considered to have been an error by a previous government body, and it would be in everyone’s best interest to clean up the property lines and not financially burden Western Speedway who will be dedicating large portions of land to the City.
Legal Implications
There are no known legal implications for the City associated with this road closure and transfer of land. Securing the portions of land that Millstream occupies will be positive change for the City and for Western Speedway.
Options
That Council;
- Give Hordon Road Closure Bylaw No. 1591 first, second, and third readings.
OR
- Do nothing at this time, and not close Hordon Road as outlined in this report.
