Staff Report: Pre-Award Request – Lake Ida Ann Drain Replacement

Date: 16/05/2016
Department: Engineering
Subject: Pre Award Request – Lake Ida Ann Drain Replacement

Background

The Lake Ida Ann outfall structure experienced a collapse of the primary drain culvert during the heavy rains of late 2015. Following temporary repairs Engineering Staff retained Kerr Wood Leidal Associates to prepare the detail design and a tender package for full replacement of the failed drain culvert and overflow culverts running between Lake Ida Ann and Ashley Place. The tender opened to invited contractors May 6, 2016 and will close May 19, 2016. Engineering staff are asking for pre-award in order to complete the project in the fisheries window (final day of allowed construction is September 15, 2016) during low flow.

Commentary

The drain from Lake Ida Ann to Gardner Creek is split into two segments, separated by an open air ditch (Figure 1) beside the cul-de-sac of Ashley Place.

The large drain culvert running between the lake and the ditch is rusting along its base (Figures 2 & 3) and will be replaced. The two smaller overflow culverts that run between the lake and the ditch will be replaced with three smaller culverts to match the three existing culverts on the downstream side of the ditch. In addition to new headwalls for the large drain culvert and the set of overflow culverts, the open air ditch beside Ashley Place will be filled in and topped with gravel to allow for new off-street parking spaces for lake visitors. The option to further beautify this area remains a possibility for the future.
