Background

The purpose of this report is to obtain pre-approval from Council to award the construction contract for Segment 8 of the West Shore Parkway project.

Commentary

WSP Canada Inc. is preparing the tender documents for Segment 8 of the West Shore parkway project which encompasses adding a left turn lane from the Trans-Canada Highway to the West Shore Parkway as well as associated laning adjustments which include intersection and traffic signaling work at the West Shore Parkway and Trans-Canada Highway intersection. The intent for preapproval is to have construction start in June with completion by December 2016.

The construction tender will be posted publicly on BC Bid. Staff are looking for Council pre-approval to award the construction contract to the lowest bidder assuming the bid is compliant to the tender specifications and no errors are found in the bid.

Financial Implications

The West Shore Parkway Segment 8 will be funded through the City’s Development Cost Charge Program with an additional 2/3 funding coming from the New Building Canada Infrastructure Grant Fund.
