## Commentary

### 2140 Caribou Drive

The City of Langford proposes to amend the zoning regulations for 2140 Caribou Drive to permit the following uses; recreation facility, indoor and recreation facility, outdoor. The property was dedicated to the City as a condition of rezoning, as outlined in Section 6.69C.03(2)(a)(i) of Zoning Bylaw No. 300. As the intended use of the property is recreational, the proposed amendment would proactively align the zoning regulations with the City's planned use of the site.

### Zoning Bylaw No. 300

Following the adoption of Bylaw No. 2272, Staff have noticed minor clarifications that need to be addressed. Changes include:

- Removing the requirement to have electric vehicle charging capabilities within a single-family homes, duplexes, and townhouses. This requirement has been cumbersome for both staff and Developers to work with, as most of these types of homes don’t typically require an electrical engineer, and have garages that will have electrical outlets as a standard feature that can be used for this purpose;
- Clarifying how the long-term and oversized bike parking standards apply to single-family homes, duplexes, and townhomes; and
- Clarifying terminology, parking standards for home occupations, visitor parking signage, and landscaping requirements in surface parking areas.

In addition, Bylaw No. 2303 includes an update to the two-family dwelling definition to remove reference to “detached duplexes” and a new section to authorize Bylaw Enforcement and/or the Director of Planning the ability to issue an order to comply with requirements of Zoning Bylaw No. 300. This section did not exist in the bylaw previously and made it challenging for the City to issue orders to individuals who did not comply with Zoning Bylaw No. 300.
