DEPARTMENT: Finance
SUBJECT: City of Langford Permissive Tax Exemptions Bylaw – Amendment No. 3
EXECUTIVE SUMMARY
At the October 23, 2023, Regular Council Meeting, Council adopted City of Langford Permissive Tax Exemption Bylaw No. 2147, 2023 to permit Permissive Tax Exemptions for four years, 2024 through 2027, inclusive.
Effective September 1, 2026, the West Shore Chamber of Commerce have moved to Unit 125-877 Goldstream Avenue. As the West Shore Chamber of Commerce was originally approved for a four-year exemption within Bylaw No. 2147, staff are recommending they be included in City of Langford Permissive Tax Exemption Bylaw No. 2147, Amendment No. 3, Bylaw No. 2284, 2026 for their new location.
BACKGROUND
For many years, the City of Langford has provided a Permissive Tax Exemption to the West Shore Chamber of Commerce for its location at 2830 Aldwynd Road. In 2026, the City purchased Unit 125-877 Goldstream Avenue and reached an agreement with the Chamber to relocate its office to this new location. This move will allow the City to make better use of downtown parkland in Veterans Memorial Park. The Chamber currently owns a house located in the park under a long-term land lease, which limits public access to a significant portion of the park and restricts how the space can be used for residents.
To ensure the West Shore Chamber of Commerce continues to receive a permissive tax exemption at its new location, staff are recommending it be included in City of Langford Permissive Tax Exemption Bylaw No. 2147, Amendment No. 3, Bylaw No. 2284, 2026.
FINANCIAL IMPLICATIONS
While the City would otherwise receive property tax revenue from this property, should the City authorize the permissive tax exemption, it does not mean less taxation revenue would be collected by the City. Rather, the amount that would have otherwise been collected from this property would be collected from the rest of the taxable properties in the City.
LEGAL IMPLICATIONS
Council may exempt properties from taxation by bylaw adopted on or before October 31, in accordance with section 224 of the Community Charter. The required advertisements will be made prior to adoption of the bylaw.
