AND
“Langford Zoning Bylaw No. 300, Amendment No. 757 (602 Madrona Place), Bylaw No. 2254, 2026".

L. Stohmann, Director of Community Planning and Development read the following:

Reid Kaufmann of Langford Heights Development has applied to amend the Official Community Plan designation of 602 Madrona Place from “Employment Lands” to “Complete Community” and to rezone the same parcel from “Business Park 9 – Millstream Road Northeast BP9” to “One- and Two-Family Residential R2”. These applications address mapping errors from the previous application that did not include this lot in the residential portion of the Langford Heights development, and would facilitate the creation of three residential lots where there is currently one residential lot and one business park lot.

In support of this application, the applicant has agreed to provide the following:

1. Amenity contributions in the amount of $1,000 per new lot towards the Affordable Housing Reserve Fund and $6,000 per new lot towards the General Amenity Reserve Fund, as a bonus for increased density;
2. A Section 219 covenant, registered in priority of all other charges on title, that agrees to the following:
   a. That the following will be provided and implemented to Bylaw No. 1000 standards to the satisfaction of the Director of Engineering and Public Works:
      i. Full frontage improvements;
      ii. A storm water management plan;
      iii. A construction parking management plan
      iv. A mitigation plan; and
      v. A comprehensive geotechnical plan.
   b. That a further covenant be registered to designate the 10-metre-wide area along the east side of 602 Madrona Place as a non-disturbance area.
   c. That further covenant be registered agreeing that the garages are to be used for the parking of vehicles and not the storage of items that would prevent the parking of vehicles therein.
