### Report on the Financial Statements

#### Opinion

We have audited the financial statements of M'akola Housing Society (the "Society"), which comprise the statement of financial position as at December 31, 2025, and the statements of changes in net assets, revenues and expenditures and cash flows for the year then ended, and notes to the financial statements, including a summary of significant accounting policies and other explanatory information.

In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of the Society as at December 31, 2025, and the results of its operations and cash flows for the year then ended in accordance with the financial reporting provisions of the Agreement between the Society and the Aboriginal Housing Management Association (the "Agreement").

#### Basis for Opinion

We conducted our audit in accordance with Canadian generally accepted auditing standards. Our responsibilities under those standards are further described in the Auditor's Responsibilities for the Audit of the Financial Statements section of our report. We are independent of the Society in accordance with ethical requirements that are relevant to our audit of the financial statements in Canada, and we have fulfilled our other ethical responsibilities in accordance with these requirements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.

#### Emphasis of Matter

We draw attention to Note 2 of the financial statements, which describes the basis of accounting. The financial statements have been prepared to assist the Society to comply with the financial reporting provisions of the Agreement noted above. As a result, the financial statements may not be suitable for another purpose. Our opinion is not modified in respect of this matter. Our report is intended solely for the Directors of the Society, the Aboriginal Housing Management Association, and the British Columbia Housing Management Commission.

### Responsibilities of Management and Those Charged with Governance for the Financial Statements

Management is responsible for the preparation and fair presentation of the financial statements in accordance with the financial reporting provisions of the Agreement, and for such internal control as management determines is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.

In preparing the financial statements, management is responsible for assessing the Society's ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless management either intends to liquidate the Society or to cease operations, or has no realistic alternative but to do so.

Those charged with governance are responsible for overseeing the Society's financial reporting process.

## Independent Auditor's Report (continued)

### Auditor's Responsibilities for the Audit of the Financial Statements

Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with Canadian generally accepted auditing standards will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.

As part of an audit in accordance with Canadian generally accepted auditing standards, we exercise professional judgment and maintain professional skepticism throughout the audit. We also:

- Identify and assess the risks of material misstatement of the financial statements, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control.
- Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Society’s internal control.
- Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures made by management.
- Conclude on the appropriateness of management’s use of the going concern basis of accounting and, based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significant doubt on the Society’s ability to continue as a going concern. If we conclude that a material uncertainty exists, we are required to draw attention in our auditor’s report to the related disclosures in the financial statements or, if such disclosures are inadequate, to modify our opinion. Our conclusions are based on the audit evidence obtained up to the date of our auditor’s report. However, future events or conditions may cause the Society to cease to continue as a going concern.
- Evaluate the overall presentation, structure and content of the financial statements, including the disclosures, and whether the financial statements represent the underlying transactions and events in a manner that achieves fair presentation.

We communicate with those charged with governance regarding, among other matters, the planned scope and timing of the audit and significant audit findings, including any significant deficiencies in internal control that we identify during our audit.

### Report on Other Legal and Regulatory Requirements

Our audit was made for the purpose of forming an opinion of the financial statements taken as a whole. The supplementary information included in Schedules 1 through 4 is presented for the purpose of additional analysis and is not a required part of the financial statements. Such information has been subjected to the auditing procedures applied in the audit of the financial statements and, in our opinion, is fairly stated in all material aspects in relation to the financial statements taken as a whole.

As required by the Societies Act of British Columbia, we report that, in our opinion, the accounting policies applied in preparing and presenting the financial statements in accordance with the financial reporting provisions of the Agreement have been applied on a basis consistent with that of the preceding year.

## Notes to Financial Statements

### Year Ended December 31, 2025

### 1. Purpose of the organization

M'akola Housing Society (the "Society") is incorporated provincially under the Societies Act of British Columbia. The Society is a registered charity and is exempt from the payment of income taxes under the Income Tax Act. The Society was established to provide safe, affordable housing for families of First Nations ancestry who were in need of housing in urban centres in British Columbia.

### 2. Significant accounting policies

#### Basis of accounting

The financial statements were prepared in accordance with the financial reporting provisions required by the Aboriginal Housing Management Association ("AHMA") and comply with the Society's mortgage agreements with British Columbia Housing Management Commission ("BCHMC"). The basis of accounting used in these financial statements differs materially from Canadian accounting standards for not-for-profit organizations (ASNPO) because of the following policy choices:

i) Amortization is not provided on buildings over their estimated useful lives, but rather at a rate equal to the annual principal reduction of the related mortgages and forgivable loans on the land and building. This policy results in the amortization of land. When the debt balance exceeds the net book value of the land and building the excess is recorded as excess amortization on the statement of operations.

ii) Capital assets purchased by the Replacement Reserve Fund are charged against the replacement reserve fund expense account rather than being capitalized on the statement of financial position and amortized over their estimated useful lives.

iii) Building renovation costs and tangible capital assets are charged to repairs and maintenance in the year the expenditure is incurred rather than being capitalized and amortized over their estimated useful lives.

iv) A reserve for future capital replacement is appropriated annually from the general fund as a replacement reserve provision.

v) Repayment (reimbursement) of past operating surpluses (deficits) to (from) AHMA is recorded as a charge to net assets in the year paid (received).

vi) Funding grants received in relation to housing development projects are deferred and recorded against the cost of land and building of the related project in the year of completion.

vii) AHMA funding provided for specific modernization and improvement projects ("M&I") is recognized as revenue in the year in which the M&I costs are formally approved. In compliance with the agreement, AHMA provided M&I costs are expensed in repairs and maintenance in the current period. Tangible capital assets purchased under the M&I program are charged on the statement of operations rather than being capitalized on the statement of financial position and amortized over their estimated useful lives.

#### Fund accounting

The Society follows the restricted fund method of accounting for contributions with the exception of the modernization and improvement funding.

The General Fund accounts for the Society's program delivery and administrative activities. This fund reports unrestricted resources and restricted operating grants, such as modernization and improvement funding.

The Replacement Reserve Fund was established in accordance with the Society's agreement with the Canada Mortgage and Housing Corporation ("CMHC"). The annual provision allocated from the General Fund and the use of these externally restricted funds are subject to the approval or direction of AHMA. Under the terms of the agreement, a provision is added annually to the fund from operations and qualifying expenditures charged against it.

#### Tangible capital assets

Tangible capital assets are stated at cost or deemed cost less accumulated amortization and are amortized over their estimated useful lives at the following rates and methods:

| | Rate and method |
|---|---|
| Buildings under BCHMC contract | principal reduction of related mortgages and forgivable loans |
| Buildings not under BCHMC contract | 2% declining balance method |
| Equipment | 3 - 10 years straight-line method |
| Septic systems | 15 years straight-line method |

Projects under construction are not amortized until the asset is put into use.

#### Financial instruments policy

The Society initially measures its financial assets and financial liabilities at fair value. The Society subsequently measures all its financial assets and financial liabilities at amortized cost.

Financial assets measured at amortized cost include cash, accounts receivable and refundable deposits. Financial liabilities measured at amortized cost include accounts payable and accrued liabilities, construction loans and long-term debt. Transaction costs related to financial instruments measured at amortized cost are capitalized and amortized.

#### Projects under construction

Capitalized costs include development costs, realtor commissions and administrative and general expenses directly related to the acquisition, development and construction of properties.

Projects under construction are not amortized until the asset is available for use.

#### Pension plan

Defined contribution plan accounting is applied to multi-employer defined benefit plans, and accordingly, contributions are expensed when due and payable.

#### Forgivable loans

Forgivable loans are recognized in income when the terms for forgiveness are met in accordance with the loan agreements.

### 2. Significant accounting policies (continued)

#### Revenue recognition

The Society follows the restricted fund method of accounting for contributions and donations.

Unrestricted contributions are recognized as revenue in the General Fund in the year received or receivable if the amount to be received can be reasonably estimated and collection is reasonably assured.

Restricted contributions are recognized in the related restricted fund in the year. When there is no corresponding restricted fund, revenue is recognized in the General Fund.

Rental revenue is recorded as revenue in the General Fund in the year the income is received or receivable if the amount to be received can be reasonably estimated and collection is reasonably assured.

Service revenue included in other revenue is recorded as revenue in the General Fund in the year the income is received or receivable if the amount to be received can be reasonably estimated and collection is reasonably assured.

Investment income is recorded as revenue when earned. The interest in the Replacement Reserve Fund is not considered operation income. Restricted Fund interest is allocated on a pro-rata basis based on the outstanding cash balances.

#### Measurement uncertainty

The preparation of financial statements requires management to make estimates and assumptions that affect the reported amount of assets and liabilities, disclosure of contingent assets and liabilities at the date of the financial statements and the reported amounts of revenues and expenses during the period. Such estimates are periodically reviewed and any adjustments necessary are reported in earnings in the period in which they become known. Actual results could differ from these estimates.

#### Allocation of expenditures

Salary and wages, office and general administration and audit fee expenses that contribute to more than one project are allocated proportionately based on the individual program's percentage of the aggregate budgets assigned by AHMA for all programs. Amounts for non-AHMA programs are allocated based on the proportionate share of gross rental income and subsidy among those projects. Allocated amounts are presented on Schedule 2.

#### Presentation of controlled society

The following forgivable loans were provided to fund modernization and improvement and will be included in income in the future when the conditions are met to recognize the loans as revenue. This has resulted in differences between the recognition of revenue and the time at which the related expenditures were incurred.

### 12. Commitment

The Society has entered into a long term sub-lease for a 220 unit residential property located at 3338 Sawmill Crescent, Vancouver, BC, for the purpose of managing the rental operations of the property. The sub-lease expires on June 17, 2120, and the lease payments are based on the Society's monthly operating surpluses from managing the property. As such, the amount of future lease payments is not determinable.

### 13. Pension plans

The Society and certain employees contribute to the Municipal Pension Plan (the "Plan"). The board of trustees, representing plan members and employers, is responsible for administering the Plan, including investment of assets and administration of benefits. The Plan has a multi-employer contributory pension plan. Basic pension benefits provided are defined. The Plan has approximately 263,000 active members and approximately 133,000 retired members.

Every three years, an actuarial valuation is performed to assess the financial position of the Plan and adequacy of plan funding. The actuary determines an appropriate combined employer and member contribution rate to fund the Plan. The actuary's calculated contribution rate is based on the entry-age normal cost method, which produces the long-term rate of member and employer contributions sufficient to provide benefits for average future entrants to the Plan. This rate is then adjusted to the extent that there is amortization of any funding deficit.

The most recent actuarial valuation for the Plan as at December 31, 2024 indicated a $2.68 billion funding surplus for basic pension benefits on a going concern basis. Although this pension plan is a defined benefit plan, the entity specific values cannot be determined. As a result, the Plan is accounted for as a defined contribution plan.

Effective January 1, 2017, certain employees chose not to participate in the Plan and to instead participate in a defined contribution plan administered by Industrial Alliance. Employee contributions correspond to a percentage of salary earned to a maximum of 5% and are matched by the Society up to this maximum.

The Society paid $433,934 (2024 - $378,784) to the Municipal Pension Plan and $3,879 (2024 - $3,789) to the Industrial Alliance plan for employer contributions in 2025.

### 15. Remuneration of employees

Under the British Columbia Societies Act, societies must disclose the remuneration paid to directors, and to employees and contractors whose remuneration was at least $75,000 for the fiscal year.

The Society is exposed to various risks through its financial instruments and has a comprehensive risk management framework to monitor, evaluate and manage these risks. The following analysis provides information about the Society's risk exposure and concentration as of December 31, 2025. There have been no changes to the Society's risk exposure from the prior year.

#### Credit risk

Credit risk arises from the potential that a counter party will fail to perform its obligations. The Society is exposed to credit risk from tenants through accounts receivable. The maximum exposure to credit risk from the Society's receivables is $865,641 (2024 - $1,073,373). Management believes that the Society does not face significant credit risk on its receivables.

In seeking to minimize the risks from interest rate fluctuations, the Society manages exposure through its normal operating and financing activities. The Society is exposed to interest rate risk primarily through its floating interest rate bank indebtedness and credit facilities.

### 18. Credit facility
