### Background

## Background

Canada Post is transitioning from door-to-door delivery to community mailboxes as part of its effort to
adapt to changing mail and parcel delivery needs and remain financially self-sustaining. In Langford, this
transition is scheduled for November 2027 for the V9B and V9C postal codes. Canada Post has indicated
that the process will take time and that it intends to work thoughtfully with local governments to identify
suitable locations. The Greater Victoria Placemaking Network has identified this shift as an opportunity
to reimagine community mailboxes as neighbourhood hubs by adding placemaking features that foster
connection. In Langford, this could include community message boards, benches, or other community-
led initiatives guided by Langford’s upcoming Placemaking Strategy.

Happy Cities defines placemaking as “community-led or -supported initiatives that aim to improve a
place.” These projects often build community connections or address local challenges, such as creating
gathering spaces, supporting community gardens, or using public art to improve safety. Placemaking can
take many forms, but its central purpose is to help people feel safe, comfortable, and connected in
shared spaces.

The upcoming collaboration between Canada Post and local governments creates an opportunity to
locate community mailboxes in places that are accessible, compatible with City infrastructure, and well
suited for placemaking. Although Langford’s Placemaking Strategy is still in development, discussions
with Canada Post are beginning now. Early engagement could help turn this service change into a
positive neighbourhood opportunity.
