### APPLICATION NO.:
Z25-0004

### SUBJECT:
Addendum Report: Application to Rezone 3084, 3088, and 3094/3096 Jacklin Road from One-and Two-Family Residential (R2) to Mixed Use Residential Commercial (MU1A) to allow a six-storey residential building.

## EXECUTIVE SUMMARY:

The purpose of this addendum report is to bring new information forward for Council’s consideration in respect to the new condition added at the April 20, 2026, Council meeting for a rezoning application at 3084, 3088, and 3094/3096 Jacklin Road.

### BACKGROUND:

## BACKGROUND:

At the Regular meeting of April 20, 2026, Council reviewed the above-noted rezoning application and added the following as an amendment to the main motion forming part of the resolution:

“1.c.x. That 165 bike stalls, or 2.12 bike stalls per unit, and the proposed car share be required.”

At the same meeting, Council gave three readings to Bylaw No. 2272 which proposes to implement the Parking Bylaw Modernization Project. If adopted, the revised standards set out in the Bylaw will apply to the proposed development.

Following the meeting, the applicant was able to review the proposed parking regulations in the context of the proposed development, as well as the new condition noted above, and wishes to provide new information for Council’s consideration.

### COMMENTARY:

## COMMENTARY:

As noted above, the applicant wishes to seek a review of the condition intended to secure the implementation of bike parking and car-share features noted in the staff report and presentation considered by the Sustainable Development Advisory Committee (SDAC) on April 13, 2026, for the proposed multi-family residential development. The amount of bike parking and the inclusion of a car-share feature noted at that meeting are both above and beyond the requirements currently contained in the Zoning Bylaw. Further, proposed Bylaw No. 2272, if adopted in its current form, would not introduce such requirements for the proposed development, unless the applicant wishes to pursue optional Transportation Demand Management commitments to reduce the off-street vehicle parking requirements.

The applicant has advised that the bike parking numbers originally proposed at the time of review of the application by the SDAC reflected what they believed could be accommodated at that time. However, after reviewing the building design against proposed Bylaw No. 2272, which was not previously available, the number of bike parking spaces will need to be reduced in order to meet the design criteria set out in the Bylaw. As considered by Council at the April 20, 2026, meeting, Bylaw No. 2272 introduces a number of new design criteria intended to ensure that future bike parking spaces are compatible with modern industry standards, consistent with the BC Active Transportation Guide, and reflective of local demand.

Following their review of Bylaw No. 2272, the applicant has indicated that the building can meet the upcoming bike parking requirements in terms of both numbers and design. However, they have expressed concern about imposing a fixed number of bike parking stalls that would exceed the forthcoming regulations. Instead, the applicant is willing to commit to working with staff to maximize on-site bike parking to the greatest extent possible within the parameters of the design standards set out in the Bylaw. The applicant has also confirmed their commitment to maintaining the areas currently designated for bike parking on the plans, and to not repurpose those areas for other uses during any further redesign required to achieve compliance with the new regulations.

Car-sharing is intended to be provided as discussed previously, and no new information was presented by the applicant for Councils consideration in this regard.
