## EXECUTIVE SUMMARY

At their Regular meeting of November 12, 2025, the Capital Regional District (CRD) Board gave 1st, 2nd, and 3rd readings to Bylaw No. 4719, “Traffic Safety Commission Establishment Bylaw No. 1, 1990, Amendment Bylaw No. 5, 2025”.

At that same meeting, the CRD Board approved Bylaw No. 4711, a governance bylaw to dissolve the current traffic commission and a resolution was passed noting that the assets and obligations of the Traffic Safety Commission (TSC) will be undertaken by the Transportation Service.

In order to adopt Bylaw No. 4719, allowing the CRD to dissolve the TSC, consent is required from two‑thirds of participants which includes 11 municipalities and the three electoral areas. In addition to municipal Council consideration, the bylaw will be forwarded to the Inspector of Municipalities for approval before returning to the CRD Board for adoption.

This report is seeking City of Langford Council consent for the Capital Regional District Board adopting Bylaw No. 4719, “Traffic Safety Commission Establishment Bylaw No. 1, 1990, Amendment Bylaw No. 5, 2025”.

### BACKGROUND

Source pages: 21–23

## BACKGROUND

The CRD Board approved the new Regional Transportation Service (RTS) with the adoption of their Bylaw No. 4630, “Regional Transportation Service Establishment Bylaw No. 1, 2024.” This bylaw changed the governance framework and implementation of transportation matters at the regional level.

The goal of the new RTS is to improve efficiency and integration for transportation across the region.

The establishment of the RTS has created overlap with the CRD’s current TSC and as a result, the adoption of new Bylaw No. 4719 would see the dissolution of the TSC.

The establishment of the TSC occurred in 1990 with objectives of reviewing traffic safety problems at the regional level and planning and operating educational programs. In 2017, the TSC Establishment Bylaw was amended to include the administration of the annual Constable Sarah Beckett Memorial Scholarship fund.

By unifying the scopes of both the TSC and Transportation Working Group (TWG) under this new single body, the Regional Transportation Advisory Committee (RTAC), the CRD is hoping to provide greater resources and coordination to benefit the region.

The CRD have noted that implementation of the RTS is currently underway, including preparations for the consolidation of the CRD’s existing regional transportation planning, policy functions, and the management and coordination of regional trail functions.

For additional information regarding the Traffic Safety Commission (TSC) and Transportation Working Group (TWG), please reference the CRD staff report appended to this report as Attachment 2.

The Director of Engineering and Public Works was recently appointed by Council to the RTAC as the representative for the City of Langford on January 12, 2026 and is currently Vice-Chair of RTAC.

### COMMENTARY

Source pages: 21–23

## COMMENTARY

The TSC has served its function of advocating and working as a community body for the CRD. The new Transportation Service may absorb this mandate. To dissolve the TSC, the CRD is seeking municipal consent for Bylaw No. 4719, “Traffic Safety Commission Establishment Bylaw No. 1, 1990, Amendment Bylaw No. 5, 2025”, which repeals the establishment bylaw for the TSC service.

While the CRD Board needs to receive municipal consent to dissolve the TSC service, approval from the Inspector of Municipalities is also necessary.

### FINANCIAL IMPLICATIONS

Source pages: 21–23

## FINANCIAL IMPLICATIONS

The CRD 2026 budget of $76,982 for the traffic safety function will be transferred to the RTS budget. Surplus funds from their 2025 operations and $16,000 of donated funds for their Sarah Beckett Memorial Scholarship held by the Traffic Safety Commission Service will also be transferred to the RTS.

There are no known financial implications for the City in respect to providing municipal consent for this bylaw.

### LEGAL IMPLICATIONS

Source pages: 21–23

## LEGAL IMPLICATIONS

Pursuant to Section 346 of the Local Government Act, the City may provide municipal consent for the proposed bylaw.

The TSC as a governance commission, may be dissolved by bylaw by way of three readings and adoption by the CRD Board. The TSC service is an “extended service”, an older term for a service which a regional district was empowered to create either by regulation or Order-in-Council. As the CRD has chosen to dissolve the TSC service, it requires two‑thirds consent of participants.
