SUBJECT
Addendum Report – Application to Vary Onsite Parking in the Comprehensive Development – Boulder Ridge (CD10) – Area 4 Zone to allow for a Personal Service Home Occupation.
EXECUTIVE SUMMARY
Hayan Lee has applied for a Development Variance Permit in conjunction with the Temporary Use Permit (TUP) application (TUP25-0005) to reduce the number of required off-street parking stalls for a one-family dwelling with a home occupation at 933 Tayberry Terrace from three spaces to two spaces.
BACKGROUND
In September of 2025, the applicant applied for a Temporary Use Permit (TUP25-0005) to allow for a personal service home occupation at 933 Tayberry Terrace, offering eyelash extension services by appointment to one client at a time. The report outlining this application is included on the agenda for the November 10, 2025, Sustainable Development Advisory Committee meeting. Following the approval of that report, it was noted that the proposed reduction to the off-street parking had not been formally addressed. As a result, the applicant submitted a Development Variance Permit (DVP25-0005) to facilitate the consideration of the variance concurrently with the TUP.
COMMENTARY
Details relating to previous applications on this property, the site data, surrounding land uses, and applicable Council policies are outlined in the report that speaks to the requested Temporary Use Permit (TUP25-0005) for this site, which is included in the same agenda package as this report. This report focuses on the requested parking variance.
Zoning and Parking Requirement
The Zoning Bylaw Section 4.01.01 – Off-Street Parking Requirements specify that two (2) parking stalls are required for a one-family dwelling, and one (1) stall is required for clients of a home business. The applicant wishes to reduce the residential requirement to one (1) stall. Currently the residence only utilizes one parking stall and this stall will be located in the garage when the business is in operation so that the driveway can be left available for clients to park. This arrangement will mitigate any impact on neighboring properties and available street parking.
