EXECUTIVE SUMMARY

At the October 23, 2023, Regular Council Meeting, Council adopted City of Langford Permissive Tax Exemption Bylaw No. 2147, 2023 to permit Permissive Tax Exemptions for four years, 2024 through 2027, inclusive.

On June 6th, the City received an application for Permissive Tax Exemption from the Goldstream Masonic Hall Association in relation to the building that is currently being constructed at 2832 Bryn Maur Rd.

BACKGROUND

For many years the City of Langford provided a Permissive Tax Exemption to the Goldstream Masonic Hall Association for their location at 679 Goldstream Avenue. In 2022, the City of Langford purchased 679 Goldstream Avenue for the purposes of expanding Veterans Memorial Park. The Masonic Hall will be relocating to 2832 Bryn Maur Rd and as such the Goldstream Masonic Hall Association is applying for a Permissive Tax Exemption for the new location.

FINANCIAL IMPLICATIONS

It is worth noting that while the City would otherwise receive property tax revenue from this property, should the City authorize the permissive exemption, it does not mean less taxation revenue would be collected by the City. Rather, the amount that would have otherwise been collected from this property would be collected from the rest of the taxable properties in the City.

LEGAL IMPLICATIONS

Council may exempt properties from taxation by bylaw adopted on or before October 31, in accordance with section 224 of the Community Charter. Proper advertisements will be made prior to adoption of the bylaw.
