B. Hutchins, Director of Corporate Services, read the City of Langford's Territorial Acknowledgment.
2. CALL TO ORDER
The Chair called the meeting to order at 1:05 pm.
3. APPROVAL OF THE AGENDA

THAT the Committee approve the agenda as presented.

4. PRESENTATIONS
4.1 CRD Transportation Governance Engagement
E. Sinclair, Senior Manager, Regional and Strategic Planning, Capital Regional District (CRD) provided a presentation to Council.
The Mayor opened the floor for questions from Council. E. Sinclair, Senior Manager, Regional and Strategic Planning, CRD, K. Balzer, Director of Engineering, and B. Hutchins, Director of Corporate Services responded.
The Mayor called a recess at 2:53 p.m. The Mayor resumed the meeting at 3:08 p.m.
E. Sinclair, Senior Manager, Regional and Strategic Planning, CRD, K. Balzer, Director of Engineering, and B. Hutchins, Director of Corporate Services continued to respond to questions from Council.
5. REPORTS
5.1 CRD Transportation Governance Engagement
K. Balzer, Director of Engineering provided an overview of the report.

THAT Committee receive this report for information.
AND
THAT Committee of the Whole recommend that Council direct City staff to obtain a comprehensive legal, governance, funding and service level review with respect to any potential benefits, trade-offs, or implications for Langford residents should a new Regional Transportation Service or Authority be established and that this review be endeavoured to be completed by the September 11, 2023 Committee of the Whole meeting.
Motion CARRIED.
