This is a formal agreement between the City of Langford (the “Fund Contact” / “Donor”) and Royal Roads University Foundation (“Royal Roads”).

The City of Langford wishes to establish the Langford Education Award to provide financial support for local students enrolled and entering any program at Royal Roads’ Langford campus.

### 1. Description of Award

The Langford Education Award has been established by the City of Langford to remove financial barriers for local students and bridge the gap between high school graduation and life-long learning. Qualified applicants submit their award application to the primary degree-granting educational institution, whether Royal Roads University, University of Victoria, Camosun College, or Justice Institute of British Columbia.

Applicant Criteria
- Students who:
  - Are 26 years or younger.
  - Have graduated from a high school in School District 62 and reside in the City of Langford.
  - Are enrolled and are entering a Royal Roads University, University of Victoria, Camosun College, and/or Justice Institute of British Columbia program offered at the Royal Roads University Langford campus.
  - Have demonstrated reasonable financial need.
- Preference given to students who self-identify as belonging to an under-represented group, including but not limited to: Indigenous, racialized, 2SLGBTQQIA+, neuro-diverse, persons living with a visible or invisible disability, youth from care, and/or first in family to attend post-secondary; lived in Langford when graduated high school.

Suggested Date of Award Distribution
- Entrance Award (May), beginning 2024.

### 2. Description of Fund

An initial pledge commitment by City of Langford to Royal Roads University has been made to establish the Langford Education Awards fund, which will provide financial support by way of awards for Langford students attending any program available at the Langford campus. The fund will annually provide student awards with a maximum value of $10,000 to students as long as funds are available. Additional donations to the fund are welcome.

### 3. Allocation of Funds

a) Annual allocation of the award(s) will be subject to funding availability.

b) Every April, upon receipt of funding from City of Langford (and other donors, if applicable), Royal Roads University will allocate available funds to itself, University of Victoria, Camosun College, and Justice institute of British Columbia proportionately to projected student enrolment numbers for the fiscal year by institution.

c) Awards will be applied first as tuition credit.

d) In keeping with the intention of the donor to provide student support, should the balance of the fund prevent an award from being distributed for more than 24 months, the fund balance shall be disbursed for purposes which are in conformity with the purposes of Royal Roads University and which are consistent with the wishes of the Donor as expressed in the Gift Agreement.

### 4. University Policies and Procedures

Use of donated funds, fund management and adjudication of student awards will be made in accordance with Royal Roads’ policies and procedures as they may be amended from time to time.

### 5. Amendments and Variation of Terms

These terms can be revised at any time by mutual written agreement of the Donor and Royal Roads University.

In the event that the agreed terms for this award fund can no longer be effectively met, Royal Roads University will work with the Donor and make every reasonable effort to adhere to the specific purposes of the Gift. If, in the opinion of Royal Roads University, it becomes impossible, inadvisable or impractical to use the Gift for the specified purposes, the Donor will be advised within a reasonably timely manner and, wherever possible, the Donor will be consulted on any proposed alternate use.

Royal Roads University may then exercise its discretion to use the Gift to the best advantage of RRU and for such other purposes consonant with the spirit and intent of the Donor’s Gift. Once the Donor has been advised in accordance with this paragraph, the Donor has the unconditional right to withhold and cancel any further pledged donations otherwise payable under this Deed.
