4.1 BYLAW NO. 2012
"Langford Zoning Bylaw, Amendment No. 645, (2772 Vantilburg Crescent), Bylaw No. 2012, 2022"
The Mayor opened the Public Hearing for Bylaw No. 2012 at 7:04 p.m.
Director of Planning Matthew Baldwin advised that Mehdi Khataw has applied on behalf of Khataw Developments to amend the zoning of 2772 Vantilburg Crescent from the One- and Two-Family Residential (R2) Zone to the City Centre 2 (CC2) Zone.
This is being proposed in order to allow for the development of approximately 20 townhomes.
In support of this application, the applicant has agreed to provide the following as a bonus for increased density:
- a. $3,800 per unit towards the General Amenity Reserve Fund; and
- b. $1,000 per unit towards the Affordable Housing Reserve Fund
Prior to Public Hearing, Council required the following items: i. A technical memo from an engineer that verifies storm water can be adequately managed on-site for the proposed development to the satisfaction of the Director of Engineering;
In support of this applicant, the applicant has agreed to the following, secured by a section 219 covenant registered in priority of all other charges on title prior to Bylaw Adoption:
- a. That there shall be no disturbance of the site until the applicant provides a bird next survey and a tree retention plan prepared by a Registered Professional Biologist, to the satisfaction of the Director of Planning and Subdivision; and
- b. That frontage improvements, a stormwater management plan and a construction parking and traffic management plan are provided to Bylaw 1000 standards to the satisfaction of the Director of Engineering prior to the issuance of a Building Permit.
This proposal is consistent with the Official Community Plan City Centre designation. Notifications and advertisements have been placed as required by the Local Government Act.
Rachael Sansom, Land Development Consultant made a presentation along with Erin Renwick, Landscape Architect, and Mehdi Khataw, Developer spoke to the development.
Mayor Goodmanson called a first time for presentations.
Public presenters (name - address - summary):
- C. Faulkner, Penelope Pl - Opposes development, not the right lot for this type of development. Currently there are 25-30 single family homes on the 2 streets. Concerned there have been no affirmative statements. Concerned about traffic, parking and safety, not enough space for 2 turn lanes. Sewer is wanted but shouldn't be a part of agreeing to townhome development. Suited more for 1-2 family homes.
- J. Ridley, Penelope Pl - Opposed. There are no more neighbourhoods in Langford for long term homes, everything is being redeveloped. Concerned about construction noise, traffic, safety and walkability. Need housing but not at the cost of our neighbourhoods.
- J. Kilkpatrick, Vantilburg Cres - Opposed to development. Doesn't fit culture of neighbourhood. 2 projects will triple the amount of dwellings on street. Concerned about traffic and saving trees, especially on property line where root balls lie. Concerned about blasting damage to property, drainage, culvert backflow. Recommended Council come walk the neighbourhood.
- S. Kudra, Nicholas Dr - Supports development, Close to amenities, hopes to see more developments like this.
- Hameen, Isabel Ave - Supports development. Affordable and with proper streets built we can fit everyone.
- W. Wickett, Penelope Pl - Concerned about safety and traffic. 2 turn lanes will block visibility.
- J. Vantite, Bear Mountain Parkway - Supports development. Real estate is expensive, looking to buy a smaller townhome.
- M. Flemming, Vantilburg Cres - Housing is expensive, project is low density. Council is responsible for overlooking the entire community, not a select few in a neighbourhood. Affordability is needed in our community.
- I. McRae, Strandlund Ave - Moved here for affordable housing.
- F. Kathrada, Jacklin Rd - Supports development. Everyone deserves the right to raise a family in this environment.
- S. Galalmli, Happy Valley Rd - Supports development. Urgent need for affordable housing.
- C. Budreau, Bear Mountain Parkway - Single family homes are not affordable, need townhomes. Likes that development has garages.
- S. Baines, Sandstone Lane - Supports development. Affordable, would like an opportunity to have a place to call home. We need change so this generation can lay down roots.
- A. Thompson, Hoylake Ave - Opposed. Tandem garages are not a good idea, they won't be used. Langford should establish what affordable housing is.
- K. Sandhu, Willing Dr - Supports development. Our generation needs this.
- A. Galive, Aggregate Crt - Supports development, great location and affordable.
- S. Newby, Caldera Crt - Supports development.
- A. Hawes, Vantilburg Cres - Opposed, will erode what exists. Concerned about road safety. Preserve what is good.
- C. Lee, Aggregate Crt - Supports development. Huge opportunity for new families to get their foot in the door.
- B. Armstrong, Rodney Rd - Opposed. Lots of opportunities to get townhomes, 20 townhomes is too much.
- S. Kurido, Isabel Ave - Supports development and opportunity, affordable.
- M. Wignall, Selwyn Rd - Supports development.
- C. Langton, Latoria Rd - Supports, we need more middle-type housing.
- I. Ladeck, Caldera Crt - Supports development.
- B. Coller, Haida Dr, Colwood - Opposed, need to re-assess.
- B. Parker, Cottier Pl - Supports develeopment, affordable option for this generation.
- W. Hobbs, Luxton Rd - If approved encourages Council to ensure developer does due diligence and should support residents.
- M. Soo, Isabel Ave - Supports development. Need affordable housing to attract people to the city, do so by providing housing.
- J. Habib, Pete Rd - Supports development, need affordable housing. Houses will help inventory shortage.
- R. Craycroft, Nicholas Dr - Supports development. Affordable for young families. Adds revenue to help with tax issues.
- J. Lewchuk, Aggregate Crt - Supports development. We need more affordable housing.
- A. Hanen, Vantilburg Cres - Opposed. Concerned about light pollution, height of building, trees, sound barriers, wildlife. Other neighbourhoods are better suited for this type of development. Wants to preserve serenity.
- P. Kerry, Strandlund Ave - Supports development. Unity and community. Share a common goal of affordable housing, close to amenities.
- A. Abbott, Vantilburg Cres - Supports development.
- C. Gilman, Penelope Pl - Supports development.
- A. Eaton, Vantilburg Cres - Opposed. Concerned about traffic, parking and safety, need traffic study done.
Mayor Goodmanson called a second time for presentations.
- C. Faulkner, Penelope Pl - What is affordable housing. Current homes on the street would sell for cheaper than these proposed townhomes. We are outgrowing this city.
- M. Wignall, Selwyn Rd - Supports but wants everyone to work with the neighbourhood.
- J. Ridley, Penelope Pl - Concerned about traffic and parking safety with 2 buildings going up at once.
- R. King, Penelope Pl - Supports development. Sewers and sidewalks are good, bring families to the neighbourhood.
- A. Hanen, Vantilburg Cres - Opposed. Traffic concerns, roads are already backed up.
- I. Ledak, Caldera Crt - Supports development.
- S. Galalmli, Happy Valley Rd - Development is inevitable in a growing city. Lets use local companies and trades.
