SUBJECT: Bylaw No. 2111, Truck Route Bylaw No. 1477 Amendment No. 3, 2023
BACKGROUND
The purpose of this bylaw amendment is to officially designate the remaining portion of Langford Parkway as a truck route in the City’s existing Truck Route Bylaw No. 1477, 2013. This is considered a housekeeping matter because Langford Parkway is a major collector road which was designed and constructed to handle truck traffic. Langford Parkway is already being used by trucks to supply businesses in the area with no issues or complaints to date.
COMMENTARY
The City of Langford has an existing Truck Route Bylaw No. 1477, 2013. This bylaw is amended from time to time as new roads are constructed and/or as traffic patterns change.
Truck route bylaws are common to most municipalities. They are a mechanism to direct truck traffic to roads that are designed and constructed for this type of traffic. Typically truck routes are major or minor collector roads. In Langford, the truck routes are primarily the parkways and the numbered provincial highways (ie. Highway No. 1 the Trans Canada Highway and Highway No. 14 Sooke Road).
The City has designed the Parkways as limited access roads. This means that there are little to no direct links for single family or other residential type dwellings to these collector roads. The lack of individual driveways onto collector roads allows them to function for their design, which is to convey larger volumes of traffic and also truck traffic.
Ideally there should be a truck route network that provides sufficient travel options in both the north/south direction and east/west direction. Designating truck routes allows enforcement staff to manage trucks away from roads not typically designed to handle trucks and to keep that truck traffic away from residential areas.
Recently staff noticed that a portion of the Langford Parkway, a major east/west connector with no residences connected directly to it, was not a designated truck route after it was built but should have been. Langford Parkway is a designated truck route between Veterans Memorial Parkway and Jacklin Road but is not currently a designated truck route between Jacklin Road and the West Shore Parkway.
This missing connection should logically be a designated truck route now, as it was designed and constructed to be one, and is currently being used by truck traffic.
Staff have revised Schedule A of Bylaw No. 1477, 2013 with this amending Bylaw No. 2111, Truck Route Bylaw No. 1477 Amendment No. 3, 2023 to now include all of Langford Parkway.
FINANCIAL IMPLICATIONS
Should Council proceed with this proposed amendment to the Truck Route Bylaw, staff will install two new Truck Route signs, one on Langford Parkway in the eastbound direction at West Shore Parkway and one on Langford Parkway on the westbound direction, just west of Jacklin Road. A sample sign is shown below.

The cost to install two new signs on new telspars (sign posts) is approximately $600.
The cost to enforce is considered nominal because most trucks will follow the logical routes on major collector roads. Enforcement is typically only required when trucks repeatedly disobey designated truck routes (complaint driven), or if staff notice an influx of trucks in areas not designated for truck traffic.
LEGAL IMPLICATIONS
By having a designated truck route, staff can direct trucks to roads that are most suited for their use. It should be noted that trucks may vary from these designated routes to get to a specific location that is not located on a designated truck route. However, the majority of trucks should be following the designated truck routes.
Enforcement for truck routes is typically on a complaint driven basis. For example, if trucks are noted using non-designated truck routes, bylaw enforcement staff can then reach out and educate trucking firms on what are the designated truck routes. Staff also have a mechanism to connect to trucking associations to inform them of designated truck routes. This is routinely done when there are changes to truck routes, such as the change suggested as part of this report.
