## SUBJECT

Strategic Plan and Upcoming Initiatives

### BACKGROUND
In multiple conversations staff have had one on one with the Mayor and individual members of Council, some common themes for immediate priorities have emerged:
- Strategic Plan
- Code of Conduct
- Tree Management Policy
- Enhanced Public Engagement Opportunities
- Committee Structure Options

While staff understands that this may not be a comprehensive list, staff is seeking approval of Council to commence working on these items for presentation to Council in the new year.

### COMMENTARY
Council may wish to begin the strategic plan process early in the new year with a view to setting out Council’s priorities and goals over the next four years. To that end, staff has set up a training session for Council and Senior Staff to explore what a strategic plan may look like, to review how to create an effective strategic plan, and to learn about what other municipalities are doing. In the new year, it is anticipated that Council will be able to provide specific direction to staff to prepare for a strategic planning session or sessions.

While many of the Council priorities will be set through the strategic plan, there are items which staff believe we have the resources and information to proceed with in the immediate future. These items include options for a Code of Conduct, an initial Public Engagement opportunity (e.g., “Meet and Greet with Council”), a Tree Management Policy and Committee structure options.

As the Code of Conduct must be considered within six months of the first regular council meeting, pursuant to the Community Charter, staff suggests that this should be a priority as it may take multiple iterations to reach a final product.

Some members of Council have asked to review options for a tree management policy in Langford, so to reflect the importance of mitigating climate change and building on best practices in other communities. Council may wish to direct staff to bring forward a report for Council to consider in the new year.

Some Council members have expressed a desire to host a meet and greet with the public. There are a number of ways such an event could be structured, and, depending on the timing/structure, the event could also be used to assist with the strategic planning process and/or the upcoming 2023 financial planning process. Staff suggests that this event be held in late January or early February as, depending on the overall objectives, there could be a significant amount of staff time required to organize and host such an event.

Finally, Council may wish to direct staff to explore the options for committee structure and bring back a report for consideration with respect to the number, type and composition of City committees. Staff can review the existing structure as well as look at what other communities are doing to provide council with ideas as well as the effects of any decisions. Staff anticipate that this review would look at committee of the whole, standing committees, select committees and advisory committees, and a combination thereof.

### FINANCIAL IMPLICATIONS
While this report has no direct financial impacts, there are staffing costs related to the initiatives.

### LEGAL IMPLICATIONS
A code of conduct must be considered within 6 months of the first regular Council meeting, all other decisions listed in this report are at the discretion of Council.
