Bylaw No. 1962 - Application to Rezone 2911 West Shore Parkway from Area 4 of the CD1 Zone to Area 1 of the CD Zone

At the Regular Meeting of Council on March 15, 2021, Council passed the following resolution with respect to the property at 2911 West Shore Parkway:

That Council

1. Proceed with consideration of Bylaw No. 1962 as drafted.

CARRIED.

Bylaw No. 1962 proposes to amend the Schedule E map designating the different Areas of the CD1 Zone such that the property located at 2911 West Shore Parkway would be within Area 1 – Business Park rather than within Area 4 – Amenity and Park Area. This Bylaw was given 1st reading on April 19th, 2021.

## COMMENTS

Area 1 of the CD1 Zone currently permits a range of commercial and business park uses. However, two uses in this list are restricted to being accessory to a multi-family residential use or to multiple single family lots within a bareland strata: Cultural facilities and Charitable facilities. The Zone was set up this way to accommodate an amenity building, or clubhouse, which was contemplated as part of a previous design concept for the Kettle Creek and/or Landing Lane sites. However, these uses also exist within the Areas of the Zone applying to these residential sites, where the amenity building, if constructed, would more realistically be located. As such, Council may wish to take this opportunity to amend the permitted uses of Area 1 to allow stand-alone Cultural facilities and Charitable facilities as well as to allow Catering facilities, which are often co-located with Cultural or Charitable facilities.

If Council is supportive of amending the permitted uses of Area 1 of the CD1 Zone as described, they may wish to rescind 1st reading of Bylaw No. 1962, and give 1st reading to amended Bylaw No. 1962.
