2022-2023 Permissive Tax Exemptions

Background
Council has discretionary authority under Section 224 of the Community Charter to exempt certain
properties from property taxation for the following year.
The City of Langford has exempted various properties from taxation in past years. The properties which
received exemptions in 2020 and 2021 are indicated in the commentary portion of this report.
Langford Council’s policy is as follows;
“Approval of tax exemptions will be considered where eligible charitable organizations
demonstrate written proof of community access to citizens of Langford at a nominal charge and
community benefit in the previous year.
Applications must include a general statement of activities, a description of the membership or
population serviced by the group or Association, written proof of community access to citizens
of Langford at a nominal charge and community benefit in the previous year, and a most recent
financial statement to demonstrate financial need.”
Notices have been sent to all organizations that made permissive tax exemption requests in 2020 and
2021.
All applicants have been advised that the level of community benefit provided by each organization will
be reviewed in conjunction with their request for exemption. Each group has also been requested to
provide a financial statement to demonstrate financial need.

in the year 2020, it was too late to be considered for the 2021 taxation year. It has therefore
been attached as a request for 2022-2023.

Financial Implications
The adoption of the tax exemption bylaw would reduce Langford’s potential tax revenue; however it
should be noted that all of these organizations with the exception of M’Akola 731 Station Ave were
exempted from taxation in 2021. The estimate of the 2021 exemptions ($213,874) compared to 2020
($210,980).

Legal Implications

2021 in accordance with Section 224 of the Community Charter.

INDEPENDENT AUDITORS' REPORT
To the Members of M'akola Housing Society
Opinion
We have audited the financial statements of M'akola Housing Society (the "Society"), which comprise the
statement of financial position as at December 31, 2019, and the statements of revenue and
expenditures, changes in net assets and cash flows for the year then ended, and notes to the financial
statements, including a summary of significant accounting policies.
In our opinion, the accompanying financial statements as at December 31, 2019, and the results of
operations and cash flows for the year then ended are prepared, in all material respects, in accordance
with the financial reporting provisions of the agreement between the Society and Aboriginal Housing
Management Association (“the Agreement”).
Basis for Opinion
We conducted our audit in accordance with Canadian generally accepted auditing standards. Our
responsibilities under those standards are further described in the Auditor’s Responsibilities for the Audit
of the Financial Statements section of our report. We are independent of the Society in accordance with
the ethical requirements that are relevant to our audit of the financial statements in Canada, and we have
fulfilled our other ethical responsibilities in accordance with these requirements. We believe that the audit
evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.
Emphasis of Matter — Basis of Accounting and Restriction on Use
We draw attention to Note 2 to the financial statements, which describes the basis of accounting. The
financial statements are prepared to assist the Society to comply with the financial reporting provisions of
the Agreement noted above. As a result, the financial statements may not be suitable for another
purpose. Our opinion is not modified in respect of this matter. Our report is intended solely for the
Directors of the Society, Aboriginal Housing Management Association, British Columbia Housing
Management Commission and should not be used by parties other than the Directors of the Society,
Aboriginal Housing Management Association and British Columbia Housing Management Commission .
Responsibilities of Management and Those Charged with Governance for the Financial
Statements
Management is responsible for the preparation of these financial statements in accordance with the
financial reporting provisions of the Agreement and for such internal control as management determines
is necessary to enable the preparation of financial statements that are free from material misstatement,
whether due to fraud or error.
In preparing the financial statements, management is responsible for assessing the Society’s ability to
continue as a going concern, disclosing, as applicable, matters relating to going concern and using the
going concern basis of accounting unless management either intends to liquidate the Society or to cease
operations, or has no realistic alternative but to do so.
Those charged with governance are responsible for overseeing the Society’s financial reporting process.

## Page 76

Auditor’s Responsibilities for the Audit of the Financial Statements
Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are
free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that
includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an
audit conducted in accordance with Canadian generally accepted auditing standards will always detect a
material misstatement when it exists. Misstatements can arise from fraud or error and are considered
material if, individually or in the aggregate, they could reasonably be expected to influence the economic
decisions of users taken on the basis of these financial statements.
As part of an audit in accordance with Canadian generally accepted auditing standards, we exercise
professional judgment and maintain professional skepticism throughout the audit.
We also:
• Identify and assess the risks of material misstatement of the financial statements, whether due
to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit
evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not
detecting a material misstatement resulting from fraud is higher than for one resulting from error,
as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override
of internal control.
• Obtain an understanding of internal control relevant to the audit in order to design audit
procedures that are appropriate in the circumstances, but not for the purpose of expressing an
opinion on the effectiveness of the Society’s internal control.
• Evaluate the appropriateness of accounting policies used and the reasonableness of
accounting estimates and related disclosures made by management.
• Conclude on the appropriateness of management’s use of the going concern basis of
accounting and, based on the audit evidence obtained, whether a material uncertainty exists
related to events or conditions that may cast significant doubt on the Society’s ability to continue
as a going concern. If we conclude that a material uncertainty exists, we are required to draw
attention in our auditor’s report to the related disclosures in the financial statements or, if such
disclosures are inadequate, to modify our opinion. Our conclusions are based on the audit
evidence obtained up to the date of our auditor’s report. However, future events or conditions
may cause the Entity to cease to continue as a going concern.
• Evaluate the overall presentation, structure and content of the financial statements, including
the disclosures, and whether the financial statements represent the underlying transactions and
events in a manner that achieves fair presentation.
We communicate with those charged with governance regarding, among other matters, the planned
scope and timing of the audit and significant audit findings, including any significant deficiencies in
internal control that we identify during our audit.
Report on Other Legal and Regulatory Requirements
As required by the Society Act of British Columbia, we report that, in our opinion these principles
have been applied on a basis consistent with that of the preceding year.

M'AKOLA HOUSING SOCIETY
NOTES TO THE FINANCIAL STATEMENTS
DECEMBER 31, 2019
Note 1 - Description of Business
M’akola Housing Society (the "Society") was incorporated on February 6, 1984 as the
Victoria Native Indian Housing Society. The name was changed to the M’akola Housing Society
on April 5, 1988. The Society was originally established to provide safe, affordable housing for
families of First Nations ancestry who were in need of housing in urban centres in British
Columbia.
The Society was incorporated under the Society Act of British Columbia and is a
registered charity under the Income Tax Act of Canada.
Note 2 - Accounting polices
Basis of accounting
The financial statements have been prepared in accordance with the financial reporting
provisions required by the Aboriginal Housing Management Association ("AHMA") and
the significant accounting policies set out below to comply with the mortgage
agreements with British Columbia Housing Management Commission ("BCHMC"). The
basis of accounting used in these financial statements differs materially from Canadian
Accounting Standards for Not-for-profit Organizations because:
i)
Amortization is not provided on buildings over their estimated useful lives, but
rather at a rate equal to the annual principal reduction of the related mortgages
on the land and building. This policy results in the amortization of land.
ii)
Capital assets purchased from the Replacement Reserve Fund are charged
against the replacement reserve account rather than being capitalized on the
statement of financial position and amortized over the estimated useful life of the
asset.
iii)
Building renovation costs and capital assets are charged to operations in the
year the expenditure is incurred rather than being capitalized and amortized
over their estimated useful lives.
iv)
A reserve for future capital replacement is appropriated annually from the
general fund.
v)
Repayment (reimbursement) of past operating surpluses (deficits) to (from)
AHMA is recorded as a charge to net assets in the year paid (received).
vii)
AHMA funding provided for specific modernization and improvement projects
("M&I") is recognized as revenue in the year in which the M&I costs are formally
approved. In compliance with the Agreement, AHMA approved M&I costs are
expensed in repairs and maintenance in the current period. Capital assets
purchased under the M&I program are charged on the statement of operations
rather than being capitalized on the statement of financial position and
amortized over their estimated useful life.

Note 2 - Accounting Policies (continued)
Basis of accounting (continued)
vii)
Funding grants received in relation to housing development projects are
deferred and recognized as revenue in the year of completion of the related
project.
Fund accounting
The Society follows the restricted fund method of accounting for contributions. The
General Fund accounts for the Society’s program delivery and administrative activities.
This fund reports unrestricted resources and restricted operating grants.
The Replacement Reserve Fund was established in accordance with the Society’s 56.1
original agreement with Canada Mortgage and Housing Corporation ("CMHC"). The use
of these funds is subject to the approval or direction of AHMA.
Capital assets
Capital assets are stated at cost less accumulated amortization and are amortized at the
following rate:
Buildings under BCHMC
-
Principal reduction of related
contract
mortgage
Buildings not under BCHMC
2%
Declining balance
contract
Equipment
3 - 10 years
Straight line method
Septic systems
15 years
Straight line method
Projects under construction
-
Not amortized until the asset
is put into use
Financial instruments
The Society initially measures its financial assets and financial liabilities at fair value.
The Society subsequently measures all its financial assets and financial liabilities at
amortized cost except for marketable securities, which it chose to measure at fair value.
Changes in fair value are recognized in the statement of operations.
Financial assets measured at amortized cost include cash, accounts receivables, goods
and services recoverable, prepaid expenditures and refundable deposits. Financial
liabilities measured at amortized cost include accounts payable and long-term debt. The
Society’s financial assets measured at fair value include marketable securities.

M'AKOLA HOUSING SOCIETY
NOTES TO THE FINANCIAL STATEMENTS
DECEMBER 31, 2019
Note 2 - Accounting policies (continued)
Projects under construction
Capitalized costs include development costs, mortgage interest, realty taxes, interest on
general borrowing and administrative and general expenses incurred in connection with
the acquisition, development and construction of properties.
Projects under construction are not amortized until the asset is available for productive
use.
Revenue recognition
The Society follows the restricted fund method of accounting for contributions. Restricted
contributions related to general operations are recognized as revenue of the General
Fund in the year in which the related expenses are incurred. All other restricted
contributions are recognized as revenue of the appropriate restricted fund.
Unrestricted contributions are recognized as revenue of the General Fund in the year
received or receivable if the amount to be received can be reasonably estimated and
collection is reasonably assured.
Rent received from tenants is recorded as revenue in the General Fund in the year the
income is received or receivable.
The interest earned in the Replacement Reserve Fund is not considered operating
income.
Measurement uncertainty
The preparation of financial statements in conformity with Canadian Accounting
Standards for Not-for-profit Organizations requires management to make estimates and
assumptions that affect the reported amount of assets and liabilities, disclosure of
contingent assets and liabilities at the date of the financial statements and the reported
amounts of revenues and expenses during the period. Such estimates are periodically
reviewed and any adjustments necessary are reported in earnings in the period in which
they become known. Actual results could differ from these estimates.
Presentation of controlled society
The Society has chosen to not consolidate M’akola Development Services Society, a
society under control of a common board of directors and executive management, but to
instead disclose information about the resources of this controlled organization in Note
16.

Allocation of expenditures
Salary and wages, office and professional fee expenses that contribute to more than one
program are allocated proportionately based on the individual programs percentage of
the aggregate budgets assigned by AHMA for all programs. Amounts for non-AHMA
programs are allocated based on the proportionate share of gross rental income and

M'AKOLA HOUSING SOCIETY
NOTES TO THE FINANCIAL STATEMENTS
DECEMBER 31, 2019
Note 11 - Pension Plans
The Society and certain employees contribute to the Municipal Pension Plan (the
"Plan"). The board of trustees, representing plan members and employers, is responsible for
administering the plan, including investment of assets and administration of benefits. The Plan
is a multi-employer contributory pension plan. Basic pension benefits provided are defined. The
plan has approximately 197,000 active members and approximately 95,000 retired members.
Every three years, an actuarial valuation is performed to assess the financial position of
the plan and adequacy of plan funding. The actuary determines an appropriate combined
employer and member contribution rate to fund the plan. The actuary’s calculated contribution
rate is based on the entry-age normal cost method, which produces the long-term rate of
member and employer contributions sufficient to provide benefits for average future entrants to
the plan. This rate is then adjusted to the extent that there is amortization of any funding deficit.
The most recent actuarial valuation for the Plan as at December 31, 2018 indicated a
$2,866 million funding surplus for basic pension benefits on a going concern basis. The next
valuation will be as at December 31, 2021, with results available in 2022.
Effective January 1, 2017, certain employees chose not to participate in the Municipal
Pension Plan and to instead participate in a defined contribution pension plan administered by
Industrial Alliance. Employee contributions correspond to a percentage of salary earned to a
maximum of 5% and are matched by the Society up to this maximum.
The Society paid $221,874 (2018 - $180,107) to the Municipal Pension Plan and
$14,066 (2018 - $20,849) to the Industrial Alliance plan for employer contributions in 2019.
Note 12 - Remuneration Disclosure
For the fiscal year ending December 31, 2019, the Society paid remuneration of
$487,849 to four employees (2018 $471,927 to four employees), each of whom received total
annual remuneration of $75,000 or greater. The Society also paid remuneration of $129,161 to
one contractor (2018 $76,355 to one contractor).
Note 13 - Economic Dependence
The Society received approximately 36% in 2019 (34% 2018) of its revenue from AHMA
in the form of urban native housing subsidies and modernization and improvement funding.

M'AKOLA HOUSING SOCIETY
NOTES TO THE FINANCIAL STATEMENTS
DECEMBER 31, 2019
Note 14 - Subsequent Events
On April 30, 2019, the Society entered into an agreement to sell its Jacklin road property
to the Provincial Rental Housing Corporation for $2,090,000. This sale closed March 31, 2020.
On December 2, 2019, the Society entered in to an agreement to purchase additional
Hope Centre property from Saint Vincent de Paul for $669,000. The purchase will close June
30, 2020.
Subsequent to December 31, 2019 the COVID-19 outbreak was declared a pandemic by
the World Health Organization. The situation is dynamic and the ultimate duration and
magnitude of the impact on the economy and the Society are not known at this time. These
impacts could include potential future decreases in funding and the viability of ongoing
operations.
Note 15 - Financial Instruments
The Society initially measures its financial assets and financial liabilities at fair value. It
subsequently measures all of its financial assets and liabilities at amortized cost using the
effective interest rate method. The financial assets subsequently measured at amortized cost
include cash, accounts receivable, goods and services tax recoverable and deposits. The
financial liabilities measured at amortized cost include accounts payable and accrued liabilities,
government remittances payable, deferred revenue, deposits, mortgage payable, goods and
services tax payable, forgivable loans, construction draws and long-term debt.
Liquidity risk
Liquidity risk is the risk that the Society does not have sufficient financial resources to
meet obligations as they fall due, or can only obtain such resources at excessive cost.
The risk arises from mismatches in timing of cash flows. Funding risk arises when the
necessary liquidity to fund asset growth cannot be obtained at the expected terms when
required. It is management’s opinion the Society is not exposed to significant liquidity
risks arising from its financial instruments.
Credit risk
Credit risk is the risk of loss resulting from failure of a borrower to honour its financial or
contractual obligation. Credit risk arises in the Society’s investment activities. For all
amounts receivable, the Society assesses, on a continuous basis, amounts receivable
on the basis of amounts for which ultimate collection is reasonably assured based on
their estimated realizable value.
Interest rate risk
The Society is exposed to interest rate risk on its fixed interest rate financial instruments.
These instruments subject the Agency to a fair value risk.
