3. PRESENTATION
a) Donna Petrie, Manager of Business Development and Events
RE: Station Avenue Revitalization Project
Council received the presentation by Donna Petrie, Manager of Business Development and Events as information.
4. REPORT PRIOR TO PUBLIC HEARING
a) Public Hearing for Gade Road (Z21-0019) - Staff Report (Land Development)
B. Hutchins explained to Council that this report needed to be received for information prior to the Public Hearing to meet the requirements of the Community Charter.
Donna Petrie, Manager of Business Developments and Events and Larry Stevenson, Island Corridor Foundation, left the meeting.
5. PUBLIC HEARING
a) Z21-0019
"1000 Gade Rd - PSA and relaxing a rezoning condition."
B. Hutchins advised the public of the process to participate in the Public Hearing.
The Mayor opened the Public Hearing for Z21-0019 at 5:59 pm.
Director of Planning Matthew Baldwin advised that 1103548 BC Ltd has applied to amend a rezoning condition secured by Council as part of a previous rezoning application, Z06-0013, for the property located at 1000 Gade Road, which is currently owned by the City.
Among other conditions, the requirements of the zoning of the property under file number Z06-0013 included a 10-16m landscaped buffer along the southern and eastern property lines of the parent parcel from which 1000 Gade Road was subdivided. This buffer has already been implemented as part of previous phases of subdivision along the eastern boundary and portions of the southern boundary of the parent parcel. The only remaining portions of this buffer apply to the southern boundary of the subject property, 1000 Gade Rd, and the adjoining property, 2400 Echo Valley Dr.
Council approved a purchase and sale agreement on February 16, 2021, to sell the subject property to 1103548 BC Ltd. As part of the purchase and sale agreement, this buyer requested that Council consider reducing the 10-16m buffer to 5m. A staff report outlining the details of this request, and illustrating the proposed plans for the property and 5m buffer area are included in this agenda.
Under the purchase and sale agreement, Council is obligated to consider this request, but is not obligated to approve it in order for the purchase to complete.
This is being proposed in order to allow for the development of a private school, accessory dormitories, a sports field as well as community amenities.
As part of this amendment, a public hearing is required in accordance with the regulations of the Local Government Act.
This proposal is consistent with the Official Community Plan.
Notifications and advertisements have been placed as required by the Local Government Act.
The Mayor called a first time for presentations.
- S. Briar, Valley Mobile Home Park - Lives directly below the development. Only a few people affected by the proposal received a letter. Reduced variance should be tabled before voting. Seniors require more than 5m grass barrier. Will not feel secure in the area. Privacy will be invaded by proposed dormitories. Compromise to 10m variance. The possibility of a retaining wall.
The Mayor called a second time for presentations.
- S. Erb, 935 Gade Rd - Live on the edge of Gade and pleased about the development. The buffer zone was the main reason we purchased the property where we did. Concerned about a street being put in if the buffer zone is reduced.
- C. Conn, 2431 Echo Valley Dr - Not against development. Inappropriate for a boarding school to be in this neighborhood. I understand traffic issues with a school in a neighborhood and not enough parking. Developers should work within the parameters they have. A designated park area.
- M. Ferris, 981 Gade Rd - All for keeping the original buffer. Community trail being implemented so buffer is required. We lack playground park for this area. There is s lack of access.
Mayor Young called a third and final time for speakers.
- A. De Medeiros, 2313 Echo Valley Dr - Echoing other callers. Seeing pickup of traffic. Adding additional traffic for a school will be overwhelming. No space for children to play.
- T. Hallihan, 52-2500 Florence Lake Rd - Agrees with neighbour comments. Submission shows photos of property lines that will require variances. Looming dormitories over neighbours. Notation of measurement to slope. There is going to some issues if they put landscaping on the slope. No corridor. Concerned about right to privacy. Take another look and do a survey. The development doesn't fit in the area.
- W. Schmidt, 88-2500 Florence Lake Rd - On behalf of a lot of residents. The buffer changes the feeling of the area. Appropriate if the buffer stayed. Concerned about public access increasing theft.
- A. Labrecque, 95-2500 Florence Lake Rd - On behalf of homeowners in the park. Concerned about the dormitory being close to residents, privacy for Mobile Park, after hour care of sport field, and building height.
- R. Habgood, 65-2500 Florence Lake Rd - We have always thought the area up top was set aside for public use, that the area would be set aside for the children in the area. Buffer zone is too little. Bigger issues, the teens and preteens have no where to go.
Mayor Young declared the Public Hearing for Z21-0019 closed at 6:32 pm.
6. CONSIDERATION OF RECOMMENDATIONS
a) Z21-0019
