"Langford Official Community Plan Bylaw, Amendment No. 40, (790 Latoria Rd), Bylaw No. 1940, 2021".
BYLAW NO. 1941
"Langford Zoning Bylaw, Amendment No. 606, (790 & 794 Latoria Rd), Bylaw No. 1941, 2021".
The Mayor opened the Public Hearing for Bylaw No. 1940 and 1941 at 5:35 pm.
Director of Planning Matthew Baldwin advised that Mark Johnson has applied on behalf of Marlene Norbury and Michael, Katherine and Nigel Staton to amend the Official Community Plan designation of 790 Latoria Road from Agriculture to Hillside or Shoreline and to amend the zoning of 790 and 794 Latoria Road from the AG1 (Agriculture 1) and RR2 (Rural Residential 2) Zones to the R2 (One- and Two-Family Residential) Zone.
This is being proposed in order to allow for the development of approximately 25 duplex lots.
As part of these application, a public hearing is required in accordance with the regulations of the Local Government Act.
In support of these applications, the applicant has agreed to provide the following as a bonus for increased density per single family equivalent dwelling created:
- $660 towards the Affordable Housing Reserve Fund per half duplex or single-family lot less than 550 m^2;
- $3,960 towards the General Amenity Reserve Fund per half duplex or single-family lot less than 550 m^2;
- $1,000 towards the Affordable Housing Reserve Fund per single family lot 550 m^2 or greater;
- $6,000 towards the General Amenity Reserve Fund per single family lot 550 m^2 or greater; as well as an additional $190,254 as an additional contribution to the General Amenity Reserve Fund, and a further contribution of $94,080 towards the General Amenity Reserve fund as compensation for the removal of the subject property from the ALR;
The applicant will also agree, through a Section 219 Covenant registered on title prior to Bylaw Adoption, to provide the following to Bylaw No. 1000 standards and to the satisfaction of the Director of Engineering:
- full frontage improvements;
- a construction parking management plan;
- a detailed stormwater management plan, and implementation of that plan;
This covenant will also require the owner to:

- Obtain a form and character development permit for the entire site prior to subdivision approval.
Notifications and advertisements have been placed as required by the Local Government Act.
The Mayor called a first time for presentations.
Councillor Sahlstrom - Regarding the unfinished projects by developers in Langford. Wishes to have projects completed by developers before starting new developments. Complaints from people in City of Langford. Would like a Moratorium put on Latoria and South Happy Valley Road. Traffic complaints on Latoria Road, Happy Valley Road, Sooke Road and Jacklin Road. Traffic diverting through other neighborhoods.
L. Plonk. Whimfield Terr - Heartened to hear Councillor Sahlstrom comments. Echoes the issues of traffic. It's a designated truck route. Piecemeal sidewalks and bike lanes available to residences not completed are dangerous. Routing traffic instead from Latoria to Deltona to Whimfield Terr or onto Goldspur Ave. 50 homes being built will double traffic to the area. Director of Engineering discussed the width of roadway and is the standard, but will look into street painting. The standard of single-family homes is 550 m^2 and yet this development is 600 m^2 of 2 homes. Lack of greenspace on developments. Taking down of trees and being deprived of greenspace. Then getting cash in lieu of greenspace. Preserved riparian areas are unusable. Propose parkland all along top of this development. Take people from Planning dept to Parks dept to development more greenspace. Another rushed development between PZAH committee and Council is too rushed. Residents don't feel they are prepared for this change.
Mayor Young called a second time for presentations.
L. Plonk, Whimfield Terr - Letters sent to City of Langford regarding this Bylaw. Stacking positive opinions to the agenda.
W Hobbs, Luxton Rd - Extreme traffic on Luxton Rd. Really hope the developer has to address concerns of older neighborhoods No sidewalks and not a legal road.
R. Sanstrom, White Pine Terr - Spoke about the development. Addressing concerns of traffic. Committed to construction road. Blasting will follow zoning of City.
Mayor Young called a third and final time for speakers. There being none, he declared the Public Hearing for Bylaw No. 1940 and 1941 closed at 5:54 p.m.

b) BYLAW NO. 1950
"Langford Zoning Bylaw, Amendment No. 612, (1234 Goldstream Ave), Bylaw No. 1950, 2021".
The Mayor opened the Public Hearing for Bylaw No. 1950 at 5:55 pm.
Director of Planning Matthew Baldwin advised that Brenda Kieffer-Ross have applied on behalf of Michael Forbes to amend the zoning of 1234 Goldstream Avenue from the RS1 (Residential Small Lot 1) Zone to the RT1 (Residential Townhouse 1) Zone.
This is being proposed in order to allow for the development of 7 strata townhomes.
As part of this application, a public hearing is required in accordance with the regulations of the Local Government Act.
In support of these/this application, the applicant has agreed to provide the following:
That the owner agrees to provide, as a bonus for increased density, the following contributions per lot created, prior to subdivision approval: a. $3,661 towards the General Amenity Reserve Fund; b. $610 towards the Affordable Housing Reserve Fund;
That the applicant provides, prior to Bylaw Adoption, a Section 219 covenant, registered in priority of all other charges on title, that agrees to the following: a. That all frontage improvements to Bylaw 1000 standards are provided to the satisfaction of the Director of Engineering, prior to the issuance of a building permit; b. That cash-in-lieu be provided for bike lanes and two street trees to the satisfaction of the Director of Engineering, prior to the issuance of a building permit; c. That a Stormwater Management Plan be provided and all required measures recommended be implemented by the owner to the satisfaction of the Director of Engineering, prior to the issuance of a building permit; and d. That a Construction Parking Management Plan be provided to the satisfaction of the Director of Engineering prior to any alteration of the land.
Council has also directed staff to amend the text of Section 6.28.06 of the Zoning Bylaw No. 300 to allow for a height limit of 3 storeys instead of the current 10 m within the RT1 zone.
This proposal is consistent with the Official Community Plan Hillside or Shoreline designation.
