Staff Report to Council

Date:

June 8, 2020

Department:

Land Development

Subject:

Bylaw Nos. 1900, 1901, 1902 – Planning, Subdivision, and Building Application Fee Adjustments

Background

At their Regular Meeting held May 19th, 2020, Council adopted Bylaw No. 1895 to approve the 2020 Tax Rate, which includes an increase of 1.9%.

Commentary

As has occurred in previous years, staff have prepared bylaws to amend the Planning, Subdivision, and Building related fees commensurate with the general tax increase. As such, Bylaw No. 1900 has been drafted to adjust the following fees by 1.9%.

  • OCP amendment applications;
  • Rezoning applications;
  • Public hearings;
  • Development Permit and Development Permit amendment applications;
  • Development Variance Permit applications;
  • Letters of exemption;
  • Temporary Use Permit applications; and
  • Board of Variance applications.

Bylaw No. 1901 includes a 1.9% fee adjustment to Subdivision related fees.

Bylaw No. 1902 includes fee adjustments to Building Permit related fees.

Financial Implications

Generally increasing fees to keep up with the cost of living should maintain the relationship between applications and cost recovery, which Council is required to continue under Provincial legislation.

Legal Implications

None.

Options

  1. Give first, second, and third reading to Bylaw No. 1900; and
  2. Give first, second, and third reading to Bylaw No. 1901; and
