### Subject:
Update on City of Langford COVID-19 Initiatives

### Background:
At the March 19th Council meeting, Council authorized the expenditure of up to $400,000 to take steps to mitigate the threat of COVID-19. Since that time, staff have been working through the Emergency Operations Centre and the Working Group created by Council (comprised of the Mayor, Cllr. Wade, Cllr. Sahlstrom, Michael Forbes, Dale Gann and staff) to create and implement a variety of measures. These measures, and their associated cost, are outlined below:

### Commentary:
Summary of COVID-19 initiatives with associated budget implications, where applicable:

- Resident Check-In Hotline: The objective is for staff to call Langford residents, using a pre-drafted script, to determine if they live in Langford without the benefit of supports from family or friends and if they (or anyone they know) needs assistance. No direct budget implications, staff time only.

- Business Check-In Hotline: Like the above, the objective is for staff to call Langford businesses, using a pre-drafted script, to determine what physical distancing measures they are using at their business and to provide them with resources in the event that they are not using physical distancing measures. No direct budget implications, staff time only.

- COVIDLangford.com initiative: Led by Michael Forbes and Dr. JP Lim, this initiative provides a call centre, self-assessment tool and in-home COVID-19 testing for residents of Langford. To date, over 1000 calls have been fielded and over 30 residents have been tested. The initiative has also been rolled out to the other West Shore municipalities, as well as Sooke (at no additional cost to Langford). Approximate cost to date: $100,000 (see below for details)

- Media and public information campaign: This includes, but isn’t limited to: digital signs, COVID-19 awareness t-shirts, radio advertisements, advertisements for the TC and the Gazette, social media postings, new posters for the City’s kiosks/parks/trails, 150 lawn signs, flyers to 18,400 addresses, decals on the van, banner across Goldstream Avenue, and continuous updates to the City’s website. Cost: $49,746.

- Printing and installation of physical distancing markers for businesses: The City, through local company The Sign Pad, has printed and installed over 1700 physical distancing markers. Cost to date: $17,338.

- 50 handheld infrared temperature sensors: The EOC is in the process of acquiring 50 handheld infrared temperature sensors, that can, in a non-invasive way, take a temperature reading from being near someone’s forehead. Once received, the City would offer these temperature sensors for use by businesses and other key partners in our community. As best practice from areas that have flattened the curve indicate that it is critical to encourage anyone with a fever to remain home. Cost: $1,500.

- Protective Masks and Face Shields: The working group has sourced 40,000 non-medical grade protective masks and 5000 face shields that could be donated to front-line workers in our community. Cost: $80,000.

- Home Testing Kits: The working group has been working to source five-minute COVID-19 home testing kits from Abbott Industries that could be used in Langford, once certified for use by the Federal Government. These tests have already been approved by the FDA in the United States. Anticipated cost: $50,000.

### Financial Implications
The above efforts to date have a budget implication of $354,297.

On March 19, Council approved $400,000 to COVID-19 initiatives. Approximately $175,000 is from the $400,000 that was allocated to the Danbrook One incident in 2019. The remainder of the funding is from the Emergency Operations Fund (surplus), of which the City has set aside $400,000 for 2020.

It should also be noted that the Mayor has donated $60,000 and the GoFundMe Page has received approximately $15,000.

### Legal Implications
All of the above initiatives, where needed, have been reviewed by the City’s lawyers.
