### Commentary

## Commentary

Attached is the 2020 budget that is proposed and submitted for approval by the West Shore Parks & Recreation Society (WSPRS) Board of Directors. The total municipal requisitions are proposed at a $123,500 (2.5%) increase. However, Langford’s share has increased by 3.58% ($92,191) over 2019 and this is due entirely to Langford’s higher assessment growth compared to the other municipal contributors. This is beyond the control of the WSPRS Board of Directors, however it does represent a cost increase to Langford.

### Financial Implications

Source pages: 33–33

## Financial Implications

Council is aware that they have appointed an interim Board of Directors made up of the five Chief Administrative Officers to review West Shore Parks and Recreation Society services and find cost savings measures. This budget reflects the work of the interim Board.

### Legal Implications

Source pages: 33–33

## Legal Implications

Under the terms of the Operating Maintenance and Management Agreement between the owners and WSPRS, the annual budget must be approved unanimously. Failure to approve would mean that the previous year’s budget would carry into the current year.

### Options

Source pages: 33–33

## Options

1. That Council approve the 2020 West Shore Parks and Recreation Society budget;
or
2. That Council reject the 2020 West Shore Parks and Recreation Society budget and advise WSPRS of the reasons for rejection.
