## Staff Report to Council

### Date:
April 15, 2019

### Department:
Finance

### Subject:
Bear Mountain Parkway Extension Local Area Service Cost Recovery through Parcel Tax

### Background
In 2016, Council created the Bear Mountain Parkway Extension Local Area Service by bylaw no. 1630. That bylaw specifies that $5million of the cost of the service be collected by a parcel tax levied on the taxable area of each parcel in the local service area. Funds for the project are presently borrowed from the TD Bank and under the terms of our loan agreement it is necessary to make principal payments beginning in 2019.

### Commentary
On this agenda, Bylaw No. 1845 directs the creation of the parcel tax roll and sets the rate at $0.334 per square metre of taxable area.

In order to proceed with imposing the parcel tax, it is necessary to schedule a sitting of a Parcel Tax Roll Review Panel in order to give owners of parcels liable for the tax the opportunity to question or object to the taxable area assessed. The sitting of the Parcel Tax Roll Review Panel for 2019 was March 7, 2019. Requirements set out in Division 4 of the Community Charter have been met regarding the 2019 Parcel Tax Roll, thus setting up the bylaw to levy the parcel tax.

### Financial Implications
Payment of principal and interest and imposition of the parcel tax is provided for in the 2019-2023 Five-Year Financial Plan.

### Legal Implications
Imposition of a parcel tax to collect the costs of the Bear Mountain Parkway Extension Local Area Service is authorized by “Bear Mountain Parkway Extension Local Area Service Establishment Bylaw No. 1630, 2016” and the 2019-2023 Five-Year Financial Plan.

### Options
That Council:
1. Give first, second and third readings to Bear Mountain Parkway Extension Local Area Service Cost Recovery Bylaw No. 1845, 2019.

Respectfully submitted,
