## Staff Report: Pre-Award Approval for Langford Parkway Improvements (Jacklin to City Centre Park)

Date: April 15, 2019
Department: Engineering
Subject: 20190415 Pre-Award Approval for Langford Parkway Improvements (Jacklin to CCP)

### Background

With the tenant change from Ashley Furniture to Quality Foods at 977 Langford Parkway, there has been a significant increase in the demand for left turns at their main driveway which cause traffic flow constrictions on Langford Parkway, as well as safety concerns for both drivers and pedestrians.

Watt Consulting (October 29, 2018 report) reviewed the corridor from Jacklin to the roundabout at City Centre Park and has made recommendations for improved safety and traffic flow improvements. The improvements were included in the 2019 Engineering Capital Projects budget.

The purpose of this report is to seek Council pre-approval to award the construction contract for safety and traffic flow improvements along Langford Parkway planned for 2019.

### Commentary

Langford Parkway consists of a two lane cross-section with 4 access points to the commercial properties to the south, of which only the White Spot main access has a left turn bay. The traffic study shows that the Quality Foods entrance has the highest left turn movement of these access points and is operating at a Level of Service D (LOS D). There are also two BC Transit stops at this location adding to the use of this area. Watt’s proposal is to add a left turn lane and a pedestrian flashing crosswalk at the entrance to Quality Foods as shown in Figure 1. Adding a left turn lane also reduces the curvature of the westbound lane and improves the sightlines to the existing transit stop on the north side of Langford Parkway.

The remaining two access locations at the Dollar Store/Fortis driveway as well as Princess Auto also warrant left turn bays, however the demand for left turners if far lower and therefore does not create significant delays in westbound traffic. Based on this, it is recommended to do nothing at the Dollar Store/Fortis access and to continue to monitor the traffic flow. Given the close proximity of the Princess Auto access to the roundabout at City Centre Park, it’s been recommended to restrict left turn movements to and from Langford Parkway from the Princess Auto driveway and have traffic utilize the roundabout for these movements.

Detailed design of this corridor will be completed this spring and tendered. Staff are looking for Council pre-approval to award the construction contract to the lowest bidder assuming the bid is compliant to the tender specifications and no errors are found in the bid. Staff will work closely with local merchants regarding access during construction.

### Financial Implications
