Background

“Sewer Utility Bylaw No. 1600, 2016” enacts mandatory connections for all properties abutting an existing sanitary sewer main no later than December 31, 2019 and for new sewer mains within one year from the completion date of the main. Council has expressed a desire to provide a financial program for existing residential home owners who are faced with Sewer Capital Recovery Fees (SCRF) and/or Physical Connection Fees (PCF). This report presents options and financial impacts that are proposed for Council consideration.

As per Council direction to ensure that no property owner will face a true financial hardship as a result of the mandatory connection, while balancing the desire to achieve mandatory connection to help the health and viability of the community and the financial status of the system, investigation has been completed of the options available to the City and to property owners.

There are three different financing options presented and further explanation of each is below.

Financial Assistance Options

  1. West Shore Environmental Services Inc (WSES) provides financing directly to home owner.

As a requirement of the Sewer Agreement between the City and WSES, they must provide for financing to property owners. In order to fulfil this obligation WSES has proposed the following financing option: a. WSES will lend the money directly to the property owner and register a Section 219 Covenant on the property along with a rent charge agreement that the property owner would have to sign. Rates are projected to be in the 9% - 12% range for this financing.
