Proposed ROGERS and TELUS TEMPORARY TOWER Installations
Located at 657 Redington Avenue, Victoria, BC

Dear Neighbor,

ROGERS and TELUS are in the process of upgrading their network to maintain wireless services to the community. You may or may not be aware, ROGERS and TELUS have an existing cell site located at 2506 Selwyn Road (along the south side of the highway) that includes a monopole tower with antennas. This cell site provides wireless services to all wireless customers in the area. This cell site is scheduled to be removed in early 2019. As such, a replacement cell site is required to maintain wireless service to the area so community members can continue using their mobile devices. To avoid constructing a new stand alone “cell tower”, ROGERS and TELUS will be adding antennas to the new building under construction at 665 Redington Avenue. While the new antenna installation is under construction, ROGERS and TELUS require two TEMPORARY TOWERS to be installed at 657 Redington Avenue to ensure wireless service is maintained to the community. It is expected that these temporary towers will only be required for a short period of time (for a period of less than six (6) months) until the antenna installation on the rooftop is completed. This notification package is an invitation for the public to provide comments regarding the proposed temporary communications towers. ROGERS and TELUS have commenced consultation in accordance with the City of Langford New Transmission Towers Policy No.: 0340-50 Transmission Towers.

PROPOSAL DETAILS:
The property at 657 Redington Avenue is currently vacant and adjacent to a development which includes a four storey rental building at 665 Redington Avenue, Langford, BC. The temporary towers are proposed to be located on the northeast corner of the property (approximate coordinates: N 48.45929°, W 123.49310°). The design includes towers attached to trailers and guyed via concrete blocks. Antenna equipment required to operate the tower is located on the trailer. Preliminary designs are included in this notification for your reference. This is adjacent to Highway 1 (Island Highway). Access will be through the existing property. ROGERS and TELUS confirm that the antenna structures described in this notification package will apply good engineering practices including, structural adequacy during construction. ROGERS and TELUS confirm that the installation is excluded from environmental assessment under the Canadian Environmental Assessment Act. The facility will be built to the National Building Code as well as the BC Building Code. The installation will be in accordance with Transport Canada and NAV Canada requirements. ROGERS and TELUS will each be installing six (6) antennas on the towers. Installation is anticipated to take a week. Please note that the temporary antenna installations will be in full compliance with Health Canada’s Safety Code 6 requirements to ensure public safety.

REGULATORY AUTHORITY
Telecommunication providers are required by Innovation, Science, and Economic Development Canada (ISED), formerly Industry Canada, to consult with the local municipality and the general public regarding new installations. ROGERS and TELUS are committed to meaningful consultation with the City of Langford and the public. The City of Langford has adopted its New Transmission Tower Policy to define Council policy with respect to telecommunication towers and antennas, outline community consultation procedures and to describe municipal expectations with regard to minimizing community impacts from those structures. This letter provides written notification to adjacent landowners and stakeholders with an opportunity to engage in reasonable, relevant, and timely communication regarding this proposal. You have received a copy of this notification package because your property, or a property you have an interest in, is located within 150 metres or less from the proposed installation. The closing period for written comments regarding the proposal is February 25, 2019, however, you can make comments in person at the Public Hearing meeting on February 19, 2019, which begins at 5:30pm at City Hall located at 877 Goldstream Avenue in the 3rd Floor Council Chambers. Any inquiries that are received as a result of this notification will be logged and submitted to the City of Langford as part of our application process.

Hi ,

To confirm there will be no connection between Redington Avenue and Selwyn Road. There will be an emergency access here, that will be locked and gated unless there is a requirement for emergency personal to access it.

Please let me know if you have any other questions,
Lauren

Lauren Morhart,

Thank you for replying but the e-mails were sent by me, , and not my husband, who has no vested interest on Selwyn.

My major concern is that Selwyn Road may permanently become a through road to Redington and this cannot be allowed to happen. It needs to remain closed off at the end of Selwyn Road, as before, and I want assurance from Langford that it will be the case.

Further thread (resident concerns and planner response)

As for the Tower, this eyesore does not belong in this area so close to a family neighbourhood. How about constructing it on the large tract of what is now treed on McCallum across from Costco?

Hi ,

Sorry for the delay. I’ve been away from the office due to illness, however I have reached out to the telecommunication’s agent to confirm access. They will be using the same access as the construction of the buildings on Redington, therefore they will be coming through the existing access off of Redington (through the roundabout) to access the site. The installation of the temporary towers will follow the same construction parking management plan as was issued for the construction of the buildings proposed on Reddington. If your concerns are related to access, primarily, and you wish to obtain more specific answers, I’d have to consult within our engineering department that oversees construction parking and access arrangements for the purpose of construction. If I can answer any of your other questions, I’d be happy to do so.

Lauren Morhart,

(Issues described below in resident email)

Resident email concerning Selwyn Road access (excerpt)

I received the above-noted Proposal in this morning’s mail and, as a concerned homeowner on Selwyn Road where my family resides, I want to know if access to the Tower will be off Selwyn Road. Selwyn has been a family oriented and safe dead end street and it appears that access has already been extended to the housing construction underway and it is totally unacceptable.

Hi ,

Thank you for providing your comments regarding the proposed temporary communications facilities at 665 and 657 Redington in Langford.

On your comment sheet, you asked about radiation exposure. Please know TELUS and Rogers rely on government experts to set standards for safety. In Canada, Health Canada has established Safety Code 6 to ensure public safety. The limits specified in Health Canada’s SC6 exposure guidelines are based upon review of thousands of peer-reviewed scientific studies of the health impacts of RF energy. SC6 take into consideration the existing EMF energy and the calculations are cumulative to include all surrounding local sites. Should you have further questions regarding the research behind Safety Code 6 regulation or the regulation itself, we encourage those in the community to contact Heath Canada at: ccrpb-pcrpcc@hc-sc.gc.ca.

We appreciate you feedback and will share it with the City of Langford to consider. Should you have further comments or questions please let me know within the next 21 days.
