The objective of an audit is to obtain reasonable assurance whether the financial statements are free of material misstatement and it is not designed to identify matters that may be of interest to management. Accordingly, an audit would not usually identify all such matters.

The matters identified were as follows:

Segregation of Duties
Because of the small size of the organization, segregation of duties is not possible.

Implications
Segregation of duties provides stronger internal controls.

Recommendations
The p)ard of Dire<^rs must ensure ail policies arid procedures are follpwed.

This communication is prepared solely for the information of management and is not intended for any other purpose. We accept no responsibility to a third party who uses this communication.

We trust you will implement our recommendations; however, should you require further clarification or information, please contact the undersigned.

### Management's Responsibility for Financial Reporting

Source pages: 12–40

## Management's Responsibility for Financial Reporting

The financial statements of Indigenous Perspectives Society have been prepared in accordance with Canadian generally accepted accounting principles. When alternative accounting methods exist, management has chosen those it deems most appropriate in the circumstances. These statements include certain amounts based on management's estimates and judgments. Management has determined such amounts based on a reasonable basis in order to ensure that the financial statements are presented fairly in all material respects.

The integrity and reliability of Indigenous Perspectives Society's reporting systems are achieved through the use of formal policies and procedures, the careful selection of employees and an appropriate division of responsibilities. These systems are designed to provide reasonable assurance that the financial information is reliable and accurate.

The Board of Directors is responsible for ensuring that management fulfills its responsibility for financial reporting and is ultimately responsible for reviewing and approving the financial statements. The Board carries out this responsibility principally through its Audit Committee. The Audit Committee is appointed by the Board and meets periodically with management to review significant accounting, reporting and internal control matters. Following its review of the financial statements and discussions with the auditors, the Audit Committee reports to the Board of Directors prior to its approval of the financial statements. The Committee also considers, for review by the Board and approval by the members, the engagement or re-appointment of the external auditors.

The financial statements have been audited on behalf of the members by Lee & Company, in accordance with Canadian generally accepted auditing standards.

Ms. Linda Lucas, Executive Director
Victoria, BC

### Independent Auditor's Report

## Independent Auditor's Report

To the Members of Indigenous Perspectives Society

We have audited the accompanying financial statements of Indigenous Perspectives Society, which comprise the statement of financial position as at March 31, 2017 and the statements of revenues and expenditures, changes in net assets and cash flow for the year then ended, and a summary of significant accounting policies and other explanatory information.

Management's responsibility for the financial statements
Management is responsible for the preparation and fair presentation of these financial statements in accordance with Canadian accounting standards for not-for-profit organizations, and for such internal control as management determines is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.

Auditor's responsibility
Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with Canadian generally accepted auditing standards. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor's judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity's preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation of the financial statements.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

(continued — see next page)

Opinion
In our opinion, the financial statements present fairly, in all material respects, the financial position of Indigenous Perspectives Society as at March 31, 2017 and the results of its operations and its cash flow for the year then ended in accordance with Canadian accounting standards for not‑for‑profit organizations.

Report on other legal and regulatory requirements
As required by the British Columbia Societies Act, we report that, in our opinion, the accounting principles in Canadian accounting standards for not-for‑profit organizations have been applied on a basis consistent with that of the preceding year.

### Notes to Financial Statements

Source pages: 12–40

## Notes to Financial Statements

### 1. Description of Operations

Indigenous Perspectives Society (formerly known as Caring for First Nations Children Society) is a registered charity under the Income Tax Act of Canada. The Society incorporated as a non‑profit organization under the Society Act of British Columbia to provide professional development, research and liaison services to First Nations organizations and individuals who protect and promote the well‑being of First Nations children and families.

### 2. Summary of Significant Accounting Policies

Basis of accounting
The financial statements are prepared using the accrual basis of accounting. The accrual basis records revenue as it is earned and measurable. Expenses are recognized as they are incurred and measurable based upon receipt of goods or services and/or the creation of a legal obligation to pay.

Fund accounting
- General fund: consists of revenue and expenses for service delivery activities and administration of the Society that are not restricted.
- Restricted fund: consists of revenues and expenses for service delivery activities that are restricted to those activities.
- Capital asset fund: reports assets, liabilities, revenues and expenses related to the Society's capital assets.

(continued)

### 2. Summary of Significant Accounting Policies (continued)

Financial risks
The Society is exposed to various risks through its financial instruments. The following analysis provides a measure of the risks at the reporting date, March 31, 2017.

- Credit risk: For grants receivable, the Society assesses, on a continuous basis, amounts receivable on the basis of amounts for which ultimate collection is reasonably assured based on their estimated realizable value. For pledges, the Society recognizes at year end only those pledges for which amounts have been received at the date of completion of the financial instruments.
- Liquidity risk: The risk that the organization will encounter difficulty in meeting obligations associated with financial liabilities. The Society is exposed to this risk mainly in respect of its long‑term debt. This risk is reduced because of considerable sums invested in term deposits.
- Interest rate risk: The Society is exposed to interest rate risk on its fixed and floating interest rate financial instruments. Fixed‑interest instruments subject the Society to a fair value risk while floating‑rate instruments subject it to a cash flow risk.

Tangible capital assets
Tangible capital assets are stated at cost or deemed cost less accumulated amortization. Tangible capital assets are amortized over their estimated useful lives on a declining balance basis at the following rates and methods:

- Land — non‑depreciable
- Buildings — 5% declining balance method
- Office furniture & equipment — 20% declining balance method
- Training equipment — 30% declining balance method
- Computer equipment — 30% declining balance method
- Computer software — 100% declining balance method

The organization regularly reviews its tangible capital assets to eliminate obsolete items. Tangible capital assets acquired during the year but not placed into use are not amortized until they are placed into use.
