Investing in Canada Infrastructure Program (ICIP) Green Infrastructure – Environmental Quality Sub-Stream Grant Application

### Background

Source pages: 77–78

## Background

The Government of Canada and the Province of BC have announced the Investing in Canada Infrastructure Program (ICIP) Green Infrastructure – Environmental Quality Sub-Stream Grant opportunities.

The purpose of this report is to seek Council support to apply for an infrastructure grant under this program.

### Commentary

## Commentary

The City has applied twice for an infrastructure grant for the Salem Road Sewer Extension project. This project includes a lift station on Luxton Road near the South Vancouver Island Rangers property as well as both gravity and forcemain sewers to connect to the West Shore Parkway lift station that is currently being designed.

The City has completed detailed design engineering for this proposed project which is much more work than was completed the last two times the City completed a grant application. We have also refined the layout of the project in general to optimize costs. Staff are optimistic that with this more detailed information in hand the City has an improved opportunity to obtain an infrastructure grant to extend the sewer in this area. The project is shovel ready and would just need to be tendered for construction.

Staff are suggesting that the City apply for the ICIP Green Infrastructure grant for the Salem Road Sewer Extension project.

### Financial Implications

Source pages: 77–78

## Financial Implications

The ICIP grant opportunity provides for 40% funding from the Government of Canada, 33.33% funding from the Province of British Columbia with the remaining 26.67% of funding coming from the City. The updated cost estimate for this project is $5,000,000. The cost is lower than prior grants because the City is completing a second lift station on West Shore Parkway with a separate grant and because the City is undertaking a $1.5M earthworks contract right now in this road alignment which will save time and effort when the sewer is constructed.

In this case the City’s portion would be paid through our agreement with Westshore Environmental Services as part of the sewer extension in the area.

### Legal Implications
