## Staff Report (Engineering) — Pre-Award Approval for Millstream Overpass Dual Left Turnlane Project

Date: April 18, 2017
Department: Engineering
Subject: Pre Award Approval for Millstream Overpass Dual Left Turnlane Project

### Background

Source pages: 92–94

## Background

The Millstream Interchange currently consists of two on-ramps and two off-ramps. The existing bridge deck consists of one southbound left turnlane heading onto the Trans Canada Highway (TCH) towards the City of Victoria as well as three southbound thru lanes. The southbound access to the TCH is often backed up during peak travel times and on weekends. The purpose of this report is to gain Council pre-approval to award the construction contract for safety and traffic flow improvements in this area.

## Commentary

The City has been working with design team of Tetra Tech, PBX, Watt Consulting and Raylec to design the improvements to the Millstream interchange.

The City tendered the Millstream Interchange Dual Left Turnlane project to BC Bid the week of April 10th, 2017. The tender is slated to close Wednesday May 10th, 2017 and is subject to the City of Langford Council approval for construction award.

Staff are looking for Council pre-approval to award the construction contract to the lowest bidder assuming the bid is compliant to the tender specifications and no errors are found in the bid.

Construction timing on this project is critical due to traffic volumes in the general area and to weather constraints. The ideal construction timeframe is June/July/August with completion by Labour Day Weekend. Traffic volumes in general increase once school is back in session after the Labour Day weekend. Traffic volumes also increase notably in the early Fall approaching the Christmas shopping period in this area. Additionally the City does not want the project to creep later into the Fall when weather can be a challenge for any paving, concrete pouring or line painting.

The project includes:

- Improved pedestrian and cycling safety with fully extended sidewalks, bikelaneds and signalized pedestrian crossings at all notable intersections;
- Addition of the second left turnlane southbound onto the Trans Canada Highway; and
- Installation of an additional signal light required on the northbound left turnlane on the bridge deck, turning north to the Trans Canada Highway (Duncan/Nanaimo).
