## Staff Report (Engineering) — Pre-Award Approval for Langford Parkway Remediation Project

### Report Details
- Date: April 18, 2017
- Department: Engineering
- Subject: Pre Award Approval for Langford Parkway Remediation Project

2nd Floor · 877 Goldstream Avenue · Langford, BC Canada · V9B 2X8
T · 250-478-7882 F · 250-478-7864

### Background

The City of Langford’s Master Transportation plan includes extending Leigh Road over the railway tracks to connect to Langford Parkway. The construction of this extension is mandated through the Development Agreement with Westhills and is triggered at a predetermined build out density. Although Westhills has not reached that density trigger they wish to begin construction of this project in 2017 with the goal to complete the project by the summer of 2018.

The purpose of this report is to seek Council pre-approval to award remedial works in the area south of Langford Parkway and north of the Westhills Turf field that the City is responsible to undertake.

### Commentary

The location of the soil remediation area is shown in the red area below.

[Image 1: Map showing soil remediation area highlighted in red]

The remedial work will include excavating and removing underlying peat in the project area and backfilling the area under the direction of geotechnical engineers from WSP Canada Inc. This work must be completed in conjunction with the Parks department Westhills turf field surface replacement. The field replacement will occur approximately after June 26th and be completed approximately July 10. However part of the remediation in the northwest corner of the field must occur prior to June 26th. Work cannot begin any sooner than the end of May due to the Women’s Rugby event occurring the last weekend in May. The remainder of the peat remediation can occur after the new field surface is installed approximately mid-July but must be completed by mid-August.

Due to the restricted construction schedule and the coordination required with the Parks department both Parks and Engineering staff are suggesting that Council consider an Invitation to Quote process inviting Lakewood Excavating, Draycor Construction and Scansa Construction, three local contractors all of whom have worked at the stadium at various times so are very familiar with the work area.

### Financial Implications

The project will be funded through the Parks Development Cost Charge program for remediation works. This project is included in the City’s 2017 budget.

### Legal Implications

None noted. The entire project can be completed within the existing road right of way.

### Options

That Council:

1. Direct staff to award the construction contract for the Langford Parkway Peat remediation project to the lowest bidder who is in compliance with the invitation to quote documents and fund the project through the City’s Parks Development Cost Charge program;

OR

2. Not award the contract at this time.
