## Background

The CRD is seeking input from each member municipality for the proposed new Regional Growth Strategy (RGS). On May 16th, 2016, Council reviewed a draft of the RGS and made a recommendation to the CRD that the maps included in the draft RGS be updated to accurately represent current land use in Langford. The CRD subsequently held a Public Hearing in October, 2016, directed CRD staff to undertake minor amendments, and passed First and Second Readings to Bylaw No.4017, which will implement the revised RGS. As required by the Local Government Act, the CRD has now referred this version of the RGS to all of the member municipalities to obtain formal municipal acceptance to adopt Bylaw No. 4017.

The RGS is a strategic document that sets out a vision for the future of the region. If the latest draft is adopted by the CRD Board, this document would update the 2003 Regional Growth Strategy. This review period began in 2008 as the Local Government Act requires a review of the RGS five years after adoption. The updated version will guide regional decision making till 2038 and provide a common policy framework to address matters that are regional in nature. Once adopted, municipalities will create a Regional Context Statement to identify how their official community plans align to the RGS bylaw.

## Commentary

### Mapping Changes
It appears that this latest version of the RGS, attached to this staff report for reference, includes the changes requested by Council during the last formal review in May 2016. However, an additional mapping change with regards to a large parcel of land located in the southwest corner of the City has also been made – See Figure 1 below. The previous draft included these lands within the Regional Urban Containment and Servicing Policy Area. Now they appear to be marked as Renewable Resource Lands, which is defined by the RGS as “…lands within the Agricultural Land Reserve, the Private Managed Forest Lands and Crown Forest Lands.” Upon further discussion with the CRD, it has been determined that this change occurred because this parcel of land is registered with the Province as Privately Managed Forest Lands.

Council may also wish to note two additional content changes relating to water system services and the proposed municipal boundary adjustment between the City of Langford and District of Metchosin.

### Water System Services Changes
The newest draft of the RGS contains new wording with regards to water system services. The new wording requires that prior to the approval of a new water service bylaw, the full CRD board must review the request for the new bylaw as it relates to the RGS and deem the new bylaw consistent with the RGS. The review is to include a detailed analysis of costs and cost recovery implications, including implications related to parcel taxes, fees, charges and grants, and subject to the other principles noted in the “Manage Regional Infrastructure Services Sustainably” section. The Director of Engineering has reviewed these changes and has requested confirmation from CRD staff that the in-stream application to amend the water service boundary around the southern extension of the West Shore Parkway will not be affected, and that a future application to extend water service from Sooke Road to Luxton Rd through an extension of Salem Road area (these works are subject to a grant) will not be subject to this process. As a response has not yet been received, Council may wish to include this as a condition of their acceptance of the RGS.

### Municipal Boundary Adjustment Changes
The following section was also added with regards to the new municipal boundary adjustment area:

Municipal Boundary Adjustment Area: Includes approximately 380 acres of land, as shown in Map 3: Growth Management Concept Plan and Map 5: Municipal Boundary Adjustment – Detail, in the northwest portion of the District of Metchosin. The land within the Municipal Boundary Adjustment Area is designated as Rural/Rural Residential Policy Area, as per the land use designation set out in Objective 1.1. The Municipal Boundary Adjustment Area land is part of a municipal boundary adjustment proposal that, if approved, would result in the land being removed from the District of Metchosin and included within the City of Langford. In the event that the Province of British Columbia amends by Letters Patent the boundaries of the District of Metchosin and the City of Langford to include all or part of the Municipal Boundary Adjustment Area within the City of Langford, the lands within the City of Langford will be designated Growth Policy Area, as per the land use designation set out in Objective 1.1, within the Growth Policy Boundary.

This wording is appropriate and consistent with the approval recently granted by the CRD Board in response to the RGS amendment application submitted by the City and District of Metchosin in this regard.

None.

## Legal Implications

All member municipalities are required under provisions of the Local Government Act to accept this version of the RGS prior to adoption of the new RGS bylaw by the CRD Board. In the event that acceptance is not obtained unanimously from all member municipalities, a dispute resolution process will be undertaken by the CRD. Staff are aware of at least two member municipalities (Town of View Royal and Township of Esquimalt) that have rejected this version of the RGS, and therefore the dispute resolution process is inevitable.
