RE: SUPPORT FOR POTENTIAL HOSTING OF CANADIAN NATIONAL
JUNIOR FOOTBALL CHAMPIONSHIP (CANADIAN BOWL)

Dear Stew & Councillors:

The Westshore Rebels Football Club has found itself in very unfamiliar territory this year. We have clinched first place in the British Columbia Football Conference (BCFC) and will now enjoy home field advantage for the playoffs. Our semi-final game is this Saturday, October 15, 2016 against our arch-rivals from Nanaimo. Should we win this game, we will host the BCFC Championship game on Saturday, October 29, 2016. This year the winner of the BCFC Championship game will also be the host of the Canadian Junior Football League (CJFL) National Championship game (Canadian Bowl) against a team from the Prairie Football Conference (PFC). The Canadian Bowl will be held on Saturday, November 12, 2016. In conjunction with this game the CFJL will be holding its Annual General Meeting with personnel from the BCFC, PFC and Ontario Football Conference (OFC) in attendance. The CJFL will also be holding an awards evening, the Banquet of Champions, attended by 300 people from across Canada.

In brief, should the Rebels win the BCFC Championship game, we will have two weeks to plan this entire event. Needless to say, we have started implementing our plan now assuming the best case scenario. I have enlisted the help of the President of the Okanagan Sun to help me with making this event a success. Logistically, my plan is to hold the banquet , media day, and all 100 room reservations at Bear Mountain and/or the Four Points Sheraton in Langford. My goals is to have the out-of-towners use and enjoy all the amenities offered in the Westshore. I have been advised that historically the Canadian Bowl attendance is in the range from 3,000 to 5,000 fans. Unfortunately, for us we only get to keep 40% of the gate while the remainder goes to the CJFL to pay for the Banquet of Champions, transportation, meals, and accommodations.

The CJFL have specific guidelines to host the Canadian Bowl. More specifically, as a minimum, they require us to provide the following:

1. Provide live internet connections for broadcasting;
2. Provide a doping area; and
3. Provide station lifts for spotters.

It is kindly requested that the City of Langford provide these items for this game. In addition, it is requested that additional bleacher seating to the stadium's maximum capacity be provided by the City for this game.

From a Westshore Rebels Football Club perspective, we have not received any share of signage nor concessions royalties this year, although the latter was never negotiated at the start of the season because of past data. However, we are aware of the significant increase in concessions this year. On behalf of the Club, I am requesting that we be authorized to take full operation of the beer and food concessions for this game. We would be most willing to provide the City a negotiated royalty from this. Our plan is to use volunteers to run the concessions for this game and use the funds raised to help offset the costs of hosting this event.

Your consideration of this request is truly appreciated. My volunteer staff and I are available to meet with your officials to discuss the details of this request.

Yours truly,

Original signed
