Staff Report – Bylaw No. 1652 (Amend Truck Route Bylaw No. 1477)
Date:
August 15, 2016
Department:
Engineering
Subject:
Bylaw No. 1652 A Bylaw to Amend the Truck Route Bylaw No. 1477, 2013
Background
The purpose of this report is to inform Council of two amendments to the Truck Route in the City.
Commentary
In 2013 a comprehensive review of the Truck Route Bylaw was completed and three readings were given to new Truck Route Bylaw No. 1477, 2013. The bylaw was subsequently adopted in 2015 repealing the original Truck Route Bylaw No. 617. Since the adoption of the Bylaw No. 1477 in April 2015, additional construction has occurred in the City.
In the Spring of 2016 the extension to Leigh Road south of Dunford was started. The extension to Leigh Road will be completed by the end of August 2016 and will connect the industrial/commercial lands of Henry Eng Place to Leigh Road. This will extend the existing truck route from its terminus on Leigh Road at Dunford Avenue south to Henry Eng Place. The truck route bylaw is proposed to be amended as shown on Bylaw No. 1652 to include this new section of Leigh Road.
A second amendment to the truck route bylaw is proposed on Jenkins Avenue. The City’s overall master transportation plan will see the West Shore Parkway constructed from Highway No. 14 Sooke Road north to connect to Langford Parkway by Summer 2017 and extend further over the railway tracks thereafter. The West Shore Parkway is already under construction and is slated to be a designated truck route once completed. Coincidental to West Shore Parkway being constructed, in the Spring/Summer of 2017, extensive road improvements will occur on Jacklin Road from the Galloping Goose Trail north to Rex Road. These laning and frontage improvements on Jacklin Road are due primarily to the former Belmont High School property being developed by Sobey’s. As part of the City’s master transportation plan, truck traffic is not currently allowed on Jacklin Road. To further discourage the use of Jacklin Road, the City’s traffic engineer is recommending that Jenkins Avenue from Veterans Memorial Parkway east to Jacklin Road be designated as a truck route to encourage trucks to use the designated truck route of Veterans Memorial and Jenkins Avenue to access the West Shore Town Center and future Sobey’s site.
The truck route bylaw is proposed to be amended as shown on Bylaw No. 1652 to include Jenkins Avenue from Veterans’ Memorial Parkway to Jacklin Road.
