Staff Report – Pre-Approval Contract Award: Dunford and Bellamy Bikelanes

Pre-Approval Contract Award Dunford and Bellamy Bikelanes

Background

As part of the annual budget considerations, Council approved bikelanes to be installed on Bellamy Lane from Hansen Avenue to Phelps Avenue, to be funded by Gas Tax funds to a maximum amount of $210,000.

Council also approved construction of bikelanes on Dunford Avenue from Jacklin Road to Leigh Road subject to the City obtaining a Bike BC grant for that project. On Thursday July 21st, 2016 the Ministry of Transportation and Infrastructure announced that the City of Langford is the recipient of a grant totalling $203,050 which represents 50% of the project cost for the bikelanes (https://news.gov.bc.ca/releases/2016TRAN0197-001309). The remaining 50% will be funded by Gas Tax funds.

The purpose of this report is to obtain pre-approval from Council to award the construction of the two bikelane projects.

Commentary

Staff have been working with On Point Project Engineers to do the designs of both the Bellamy Road and Dunford Avenue bikelane projects. The estimated costs to complete both bikelane projects included consulting engineering fees.

Other than three rock pits that need to be installed on Dunford Avenue, both the Bellamy and Dunford projects are almost entirely pavement and line painting jobs. Staff are therefore suggesting that we invite the two paving companies, Island Asphalt and Capital City, to bid on the projects.

Dunford Avenue Project

To install the Dunford bikelanes, the road will need to be regraded to properly control drainage. This will result in Dunford Avenue being fully reinstated, therefore not only providing the bikelanes but improving the pavement quality on the entire road. Staff have costed the job on Dunford as a pulverize and pave job, allowing the existing asphalt to be recycled in place to regrade the road and apply new pavement on the road surface.

There is existing road edge parking on Dunford Avenue, therefore Staff have designed the bikelanes such that there is no net loss in road edge parking.

The Dunford project is anticipated to begin in September, after the new connection is made in August for Leigh Road extending south to Henry Eng Place. This will allow the majority of truck and bus traffic originating from the industrial/commercial areas on Henry Eng Place to exit directly onto Leigh Road, reducing construction conflicts during the bikelane construction.

Bellamy Road Project

Other than paving and painting, the Bellamy bikelane project area does not require any other improvements. There is existing road edge parking on Bellamy that the bikelane can be constructed however there will be a loss of parking. To add parking will require culverting the ditches. Staff will tender to construct parking as a separate line item in the tender and seek council direction once the costs are known.

Financial Implications

Both the Dunford and Bellamy projects were approved in the annual budget process.

The Dunford bikelane project will be funded 50% by Bike BC and 50% by Gas Tax funds. The Bellamy bikelane project will be funded 100% by Gas Tax funds.

Legal Implications

None noted.

Options

That Council:

  1. Direct staff to award the construction contract for the Dunford Bikelane project (Jacklin Road to Leigh Road) and the Bellamy Road Bikelane project (Hansen Avenue to Phelps Avenue) to the lowest bidder who is in compliance with the tender documents and fund the projects with Bike BC and Gas Tax funds;
    AND
  2. Direct staff to contract On Point Project Engineers for the design engineering of both the Dunford Bikelane project (Jacklin Road to Leigh Road) and the Bellamy Road Bikelane project (Hansen Avenue to Phelps Avenue) for an estimated cost of $45,000 for the combined projects and fund the projects with Bike BC and Gas Tax funds;

OR

  1. Not award the contracts at this time.
