### Date:

### Department:
Engineering

### Subject:
West Shore Parkway Segment 3 and 4 Tender Award

### Background
The purpose of this report is to inform Council of the West Shore Parkway Segment 3 and 4 tender results and receive approval to award the contract.

### Commentary
The West Shore Parkway is being designed to connect the Trans-Canada Highway through the currently constructed West Shore Parkway to Highway 14/ Sooke Road; it is divided into nine (9) Segments that are designed and tendered separately from each other. Segment 3 and 4 of the West Shore Parkway is the middle section, connecting to Segment 2 (Glenshire Business Park) and Westhills (Segment 5)

A total of six (6) contractors submitted bids for this project; a summary of the bids is presented below.

A bid summary was completed by Associated Engineering which was reviewed by engineering staff. After review, engineering staff are recommending that the contract be awarded to the low bidder, Scansa Construction Ltd.

#### Tender Summary
| Tenderer | Total Tender Price |
| --- | ---: |
| Scansa Construction Ltd. | $5,539,693.14 |
| Windley Contracting Ltd. | $5,730,015.00 |
| Milner Group | $6,055,278.80 |
| Don Mann Excavating | $6,227,449.70 |
| Jacob Bros | $6,306,999.00 |
| Dawson Construction Ltd. | $6,398,481.00 |

### Financial Implications
The tender included two provisional items:

1. Waterworks in Segment 4 to be paid for by Westhills – $359,815.76. Langford will invoice Westhills. Westhills has agreed for Scansa Construction Ltd to construct these works.

2. Street lighting – $227,105.60. Optional street lighting was requested in order to assess the net value of standalone lights versus lights mounted on utility poles. This is subject to the overall budget of the West Shore Parkway project.

The West Shore Parkway Segment 3 and 4 construction will be funded through the City’s Development Cost Charge Program with an additional 2/3 funding coming from the New Building Canada Infrastructure Grant Fund.

### Legal Implications
None.

### Options
That Council:

1. Award the contract for Segment 3 and 4 of the West Shore Parkway to Scansa Construction Ltd for a price of $4,952,771.78 plus GST and fund this from the City’s New Building Canada Infrastructure Grant; plus award the optional waterworks to Scansa $359,815.76 plus GST which will be paid by Westhills; and not award the optional street lighting as this will be subject to the overall budget of the West Shore Parkway project.

OR

2. Not award the contract at this time.
