### Re
16653-2016 Westshore Parkway Segment 1 (Sooke Road Intersection) – Tender Review

Five tenders were received for this project, the results are as follows:

1. Windley Contracting Ltd. - $1,353,288.00
2. Don Mann Excavating - $1,380,731.76
3. Alterra Construction Ltd. - $1,516,977.20
4. Dawson Construction Ltd. - $1,521,016.00
5. Ralmax Contracting Ltd. - $1,885,908.90

Attached is a summary of the unit rates bid. We found no errors or discrepancies in the extended amounts and sums submitted. The lowest bid was submitted by Windley Contracting Ltd.

The unit rates from all bidders are generally comparable, taking into consideration the total bid amounts which varied by 40% between the lowest and highest.

While the low bid is 16% higher than the estimate (without contingency), most of the difference is in the asphalt paving unit rates which seem unusually high, however they are comparable among all bids.

### Staff Recommendations (verbatim)
Based on the above, it will be conventional practice for the City of Langford to enter into a construction contract with the low bidder satisfying the tender's requirements (Windley Contracting), and therefore that is our recommendation.

We trust you will find this assessment satisfactory and will not hesitate to contact us if you have any questions.

Sincerely,
