## Staff Report – Heart and Stroke Foundation of BC and Yukon Big Bike Event

### Date:
18/04/2016

### Department:
Engineering

### Subject:
Heart and Stroke Foundation of BC and Yukon Big Bike Event

### Background
The attached letter from the Heart and Stroke Foundation of BC and Yukon is requesting permission to hold the Annual Big Bike Ride Event in Langford on Monday June 6, 2016.

### Commentary
The Big Bike is a 30 seat bicycle that sponsored teams will ride on the route (attached) to raise funds for the Heart and Stroke Foundation of BC and Yukon. This year’s proposed route will be starting at Veterans Memorial Park travelling along Goldstream Avenue, Veterans Memorial Parkway, Meaford Avenue, Jacklin Road, and back to Goldstream Avenue. The Heart and Stroke Foundation will be seeking approval from the Ministry of Transportation to travel along Veteran’s Memorial Parkway and certified traffic control will be used to assist the bike onto Goldstream Avenue from Aldwyn Road. The bike is controlled by an experienced driver to eliminate interference with traffic. The event will be taking place from 8:00am to 4:00pm.

### Financial Implications
The Heart and Stroke Foundation of BC and Yukon is asking that Council waive the $35.00 permit fee and damage deposit.

### Legal Implications
With the adoption of the traffic bylaw on December 3, 1996, Council has jurisdiction over this matter.

### Options
That Council:
1. Grant permission for the Heart and Stroke Foundation of BC and Yukon to hold the Big Bike Ride on Monday, June 6, 2016 from Veterans Memorial Park and follow the route as shown on the attached map with the condition that they have provided proof of approval from the Ministry of Transportation and $5,000,000 general liability insurance naming the City of Langford and Victoria Contracting and Municipal Maintenance Corporation as additional named insured; AND
2. Waive the $35 permit fee and damage deposit; OR
