### Commentary

## Commentary

The Ryder's Cycling Society of Canada is aiming to promote cycling and cycling tourism opportunities within greater Victoria and the Western Communities (see Attachment 1). This event is focused on raising funds for local cycling based organizations and programs.

Over 1300 riders took part in the event last year with over 300 volunteers helping guide the riders safely along the route. It is estimated that 600 riders will be participating in the 140km route and 300 in the 85km route this year.

The longest 140km ride, meant for the avid cyclist, will enter into the City of Langford on Happy Valley Road at approximately 8:00 am and the last cyclist leaves Langford on Atkins Avenue at approximately 10:00 am (see Attachment 3 for route through Langford). This year's route will be the same as the 2015 event (see attached map).

Ride organizers will be notifying residents and affected businesses. In order to provide a world class cycling experience for riders, the organizers of the Tour de Victoria are asking for one lane of traffic dedicated for Tour riders from the towns and municipalities they are travelling through with the opposing vehicle traffic open. The one lane closure concept works well as far as traffic management is concerned. Residents will still have a "way out" if needed, and the riders will still safely be able to enjoy the ride.

### Event Operations

## Event Operations

Island Traffic Services will be assisting with certified traffic control personnel at all intersections. Course marshals will also be in place, along with signage to indicate turns and hazards. All participants will be informed that they have to obey traffic control personnel and marshals. Traffic control personnel will stop riders if traffic is to back up too far. They will be required to follow the rules of the road while riding.

Course marshals will be in place along with signage to indicate the route. Island Traffic Services has prepared a detailed Traffic Management Plan (see Attachment 2). Area residents and businesses will be notified by mail one month prior to the event as well as through local media releases leading up to the event.

Insurance for this event will be provided with the City of Langford and Victoria Contracting and Municipal Maintenance Corporation listed as additional named insured.
