### Memorandum to City of Langford Council — January 18, 2016

Source pages: 59–65

## Memorandum to City of Langford Council — January 18, 2016

from The City of Langford Sewer Oversight Committee

This memo serves to update City of Langford Council with current CRD Waste Water Treatment Committee activities, the implications for the City of Langford and options moving forward.

### Status of CRD process

The CRD has three Select Committees that are reviewing Sewage Treatment and site options of their various communities. East (Oak Bay, Saanich and Victoria), West (Langford, Colwood, View Royal, Esquimalt, Esquimalt First Nations, Songhees First Nations) and the Core which includes all seven Municipalities and the two First Nations. On January 13th, the Core Area may vote to proceed with Public Consultation for seven sewage treatment options sets. The options all include mandated secondary treatment, bio-solids treatment and resource recovery components.

The West Side Committee has yet to finalize their options sets. However, the West Side has been referred, from the Core Committee, additional option sets that contemplate a Colwood and Langford plant and the implications and effects on the rest of the region. Upon West Side approval, these options will become part of the Core Area option sets for Public Consideration.

### Grants

The CRD assumes that grants from the Provincial and Federal Governments, totalling $485,000,000 are still available to the CRD for the project.

A $62.0M "P3" Federal grant for the Biosolids Energy Centre at the Hartland Landfill (or at Rock Bay) is subject to board approval of the plan by March 31, 2016 or it may be in jeopardy. It is not known at this time if any of the other grants are at risk, or if there are other funding opportunities.

The balance of the costs for all options is payable by the taxpayer.

### Colwood and Langford Treatment Options

For the last few years, the City of Colwood has been actively, at their own expense, pursuing a tertiary treatment plant in Colwood. Preliminary studies show that they may be able to dispose of tertiary treated waste water to ground for aquifer recharge, irrigation and possible domestic "purple pipe" (toilet flushing etc) water reuse. However, Ministry requirements include emergency and overflow to a treatment plant and ouffall, thus doubling the costs of the plant. Additionally, the costs for the Colwood plant are to be imposed completely on the City of Colwood under the perception that the plant only services that municipality.

To this end, a combined Colwood/ Langford plant with to a minimum secondary treatment level, with an outfall at Royal Bay was put forth at the Core Area Committee as an option for costing.

### Design Flows

The capacity designs are based upon the 2030 design flows as declared by each municipality. Langford's declared capacity for 2030 at 14.1 Mega Litres per Day (MLD) were to ensure that adequate capacity is reserved in the system for future development. It may be that this capacity is not required due to improved technologies and water restrictions built into future Building Codes.

The 2x flow is a safeguard for stormwater inflow and infiltration (I&I) in wet weather events, and is to be treated to secondary levels. The 4x flow is required by the Ministry of Environment to be treated to primary levels. This number applies to regions with older systems with significant l&I issues.

This design capacity and associated costs may not be necessary for the new and well maintained Langford sewer system, if approved by the Ministry of Environment. All costs shown to date assume that 4X flows are to be treated. The West Side group have requested investigation into these costs to see if savings and capacity decreases are able to be pursued.
