Affordable rental units or cash contributions accepted as alternatives
Council approved revised equivalency options allowing developers with existing strata-title requirements to either provide affordable units or pay a cash-in-lieu contribution, and permitted alternate enhancements for projects already providing Attainable Housing units.
Discussion
Council debated whether the equivalency option would lead developers to pay cash rather than provide units; staff and council expected most developers would choose the attainable housing option. Council amended the cash-in-lieu destination to the Affordable Housing Reserve Fund ($7,500/unit). Several public delegates and industry representatives supported Option 1 to unblock stalled projects.
Decision: Allowed developers to provide 10% discounted rentals or pay $7,500 per unit cash-in-lieu.
